Rostelecom implemented an automated system for increase in efficiency of anti-corruption

2019: Implementation of a tomatizirovanny system of identification and settlement of conflicts of interest

On December 17, 2019 Digital Design reported that Rostelecom implemented an automated system of identification and settlement of conflicts of interest. Basic purpose of a system – automation of process of collecting of declarations and check of employees on existence of potential conflicts of interest.

Rostelecom started the anti-corruption nocorruption.rt.ru portal intended for employees, partners and potential suppliers in work. On the portal the internal documents regulating anti-corruption activity are submitted, passing of anti-corruption tests for employees and suppliers is provided, materials on fight against corruption are placed, special communication channels for sending messages about corruption violations are specified and also there is an opportunity to ask a direct question to the staff of the Department of Protection of Assets (DPA), the division responsible for anti-corruption in the Company.

To increase efficiency of an anti-corruption system — to provide transparency of calls accounting and control of the actions directed to settlement of the revealed conflicts of interest, in PJSC Rostelecom the decision on automation of these processes was made. The tender for project implementation was won by Digital Design company, having offered own Compliance control web application based on the platform solution AVACOR (Automation of internal audit, control and risks assessment).

A system automates all process compliance control which is directed to anti-corruption — beginning from registration of addresses and completing monitoring of actions for settlement of the revealed conflicts of interest.

In 1-2 sq. 2020 start of system module for work with addresses of the employees and the third parties arriving through feedback channels is planned. A system simplifies process of identification of errors and facts of information hiding in declarations on a conflict of interest, allows to create recommendations, actions for settlement of the revealed conflicts of interest and to provide further control and monitoring.

Thus, using a system it was succeeded to unify and automate process of management of a conflict of interest thanks to what centralized accounting and data storage, their security and confidentiality, automatic formation of analytical reports was provided.
