"The air navigation of the North of Siberia" created a project management system and terms of purchases

2019: Advanta project management system implementation

On December 20, 2019 the Advanta Consulting company announced creation of a project management system and terms of purchases in Air Navigation of the North of Siberia company.

Practically each project of Air Navigation of the North of Siberia company comprises a procurement procedure which should be executed according to requirements of the law. Terms of implementation of purchase at observance of all terms and requirements vary from 1 to 6 months depending on purchase type.

A large number of purchases, need to meet the deadline and to fulfill the requirements of the Federal law "About a Contract System in the field of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" of 4/5/2013, No. 44-FZ and the Federal law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" of 7/18/2011, No. 223-FZ caused implementation at the enterprise of a project management information system ADVANTA.

The Air Navigation of the North of Siberia company needed creation of the complete information system directed to liquidation of failure to meet time constraints of projects due to building of a transparent system of informing on a status of actions for purchases.

Project Tasks:

• Build end-to-end process of management of projects with fixing of the personal responsibility for results.
• Provide formation of up-to-date reporting information based on work of the organization in different cuts for terms and budgets.
• Create the centralized information warehouse in electronic form, provide formation of up-to-date reporting information.

"Initially process automation, connected with purchases was the purpose of implementation. But as a result, already in the course of trial operation of ADVANTA, the additional tasks solved using a system were defined: control of execution of actions for the control points (CP), the statuses, the contractors approved and to planned dates of KT is exercised; projects are grouped in programs, functional groups and responsible divisions (the centers of Department of Internal Affairs); financing limits for a year are traced and controlled, there is a comparison to the plan and the fact of payments, control of receivables; the space for document storage within the actions is organized. Templates of projects were configured and optimized several times: according to the results of implementation in them there are no tasks, only control points with the duration, regulations, etc. In a system the organizational projects and projects which are not connected with purchasing activity of branch are also administered. ADVANTA allows to trace at what stage the company is within implementation of a project portfolio. Using a system project participants can adjust those deviations on terms which or already came, or are planned, or, on the contrary, to understand where they go ahead of schedule.

Project deliverables as of December, 2019:

• The solution on project management and terms of purchases is set up and implemented.
• During implementation 10 projects are entered into the system. Further other projects were unrolled by department of project management of Air Navigation of the North of Siberia branch.
• The control technique by projects on control points is applied.
• Procedures of collecting of the statuses for KT and projects are started.
• 2 dashbord are developed for the management of branch: Status of purchases and Finance of purchases.
• On the basis of data from a system the operational meetings at the branch director with participation of deputies and heads of direct subordination are weekly held.

"By the end of 2019 at us more than 300 projects in a system. For 2020 we are going to implement, at least, the similar number of projects, but in more detail results will be to work them in a system, respectively, more noticeable and qualitative.
