Research Institute "Sunrise" modifies "MyOffice" and will integrate it into the government platform for working on bills

The information system created in Russia "National Unified Environment for Interaction of All Participants in the Rulemaking Process in the Preparation of Regulatory Decisions" will optimize the process of developing, coordinating and approving draft regulatory legal acts (NAPs), introducing the principles of joint work and the possibility of using appropriate tools based on the information system by all participants in the rulemaking process. IP will create an intelligent solution that introduces additional functions to increase the efficiency of participants in the rulemaking process.

The system is designed to ensure the digital character of existing processes for the development, coordination and approval of NAPs developed by state authorities. At the same time, it is not intended for the development of NAPs containing information related to state secrets and confidential information, as well as NAPs projects regulating relations arising from the attribution of information to state secrets, their classification or declassification.

MyOffice text editor to be built into single platform for bills

On December 19, 2019, Voskhod Research Institute posted on the public procurement portal information about the acquisition of a text editor from a single supplier of a license for a set of web development tools (SDK), which is part of the MyOffice Private Cloud SDK. ^[1] The customer plans to use the received decision as part of a single platform for bills, the competition for the development of which Voskhod Research Institute won in October.

For unlimited terms and number of users, the license for the product "MyOffice" Research Institute "Sunrise" will pay 44 million rubles. The supplier has been selected by Binom. The documentation explains the reason for the non-alternative purchase. In particular, in response to a request from Voskhod Research Institute on the cost of software, the New Cloud Technologies product development company said that the license is provided through an authorized distributor and the only partner is Binom.

According to the contract, the purchased solution can be installed and reproduced on the server used to operate a single legislative development platform. It is allowed to modify the solution, including by changing the source code, its replication, as well as granting rights to use it within the state system.

According to TAdviser in the press service of "MyOffice," within the framework of the project, the possibility of modifying the software is allowed in accordance with the criteria that will be developed by the customer.

The MyOffice web development tools are planned to be used to implement collaboration modules and text editor.

The information system created by the Voskhod Research Institute is aimed at reducing government transaction costs when developing regulatory legal acts. Such an effect is planned to be achieved by creating a common digital space for civil servants in the framework of preparing documents using collaboration technologies and tools for intellectualizing the main processes of rulemaking.

The "digitalization" of rulemaking in this context means the following possibilities:

• paperless interaction of the main participants in the processes of preparing draft acts;
• implementation of "horizontal" communications between the main participants in the processes;
• joint on-line editing of NAP draft texts, including the intellectualization of such work;
• Create a dashboard for decision makers to monitor project progress in real time
• Addressing issues of full traceability and ensuring proper openness of the NAP development process.

According to the developers, the implementation and development of the project will increase the flexibility of regulation and the speed of implementation of changes, accelerate data-based decision-making, and allow you to translate individual regulatory decisions into machine-readable form.

Research Institute "Sunrise" won a competition to create a single environment for the development of bills

On October 28, 2019, according to the results of the competition, the Ministry of Economic Development of the Russian Federation signed a contract with the Voskhod Research Institute for the creation of the National Unified Environment for Interaction of All Participants in the Normative Process in the Preparation of Regulatory Decisions. The cost of the contract ^[2]made 586.4 million rubles ].
