SO UES implemented the project of remote control of the equipment PS of 220 kV of Buturlinovk

On December 27, 2019 the "System Operator of the Unified Energy System" company announced that the System operator and Federal Grid Company implemented the project of remote control of the equipment PS of 220 kV of Buturlinovk in the Voronezh region.

JSC SO UES branch "Regional dispatching office of the Energy System of the Voronezh region" (the Voronezh RDU) together with the Upper Don branch PJSC FGC UES was successfully carried out by comprehensive tests and introduced in work an automated system of remote control of the equipment of substation of PS of 220 kV of Buturlinovk from the dispatching center.

As a result of project implementation the Voronezh RDU had an opportunity of remote control of switching devices of 110-220 kV and voltage regulation devices under loading (RPN) of the autotransformer (AT-1) PS of 220 kV of Buturlinovk using the automated programs of switchings (APS) which allow significantly (at 5-10 times) to reduce duration of production of operational switchings in comparison with their accomplishment on commands of dispatching personnel

APP is the sequence of actions presented in the form of a computer algorithm when switchings. It provides accomplishment of switchings, sending commands directly to the industrial control system (APCS) of the managed power object. By production of switchings validation of switchings on the basis of layout analysis of network is executed, teams of remote control of the equipment are formed and also control of correctness of their execution and lack of unplanned state changes of switching devices is exercised.

Equipment of substations modern an APCS, supporting the automated remote control, is an important practical step to digital transformation of power. Use of the advanced digital technologies in the power industry allows to gain considerable system effect due to creation on their base of more effective management models technology processes of power generation facilities and UES of Russia in general.

Reliability of work and quality of management of the electrical power mode of the Voronezh power supply system due to reduction of time of production of operational switchings, reduction of risk of wrong actions of dispatching and operation personnel, increase in speed of implementation of corrective actions on topology change of the electric network allows to increase implementation of the automated remote control of the equipment PS of 220 kV of Buturlinovk.

In the project progress specialists of the Voronezh RDU participated in development of programs of comprehensive tests of a system of remote control of the equipment PS of 220 kV of Buturlinovk.

Within project implementation specialists of the Voronezh RDU together with the Upper Don PMES determined volumes of remote control from the dispatching center of the Voronezh RDU, carried out the APCS necessary setup of substation and operational and information complex in the Voronezh RDU, tested the systems of exchange of technology information, developed standard programs of switchings for the power transmission line and the equipment of substation on the basis of which APP and standard forms of switchings were prepared.

Besides, measures for information security support of PS of 220 kV of Buturlinovk, the Voronezh RDU and also the involved communication channels are implemented. Within preparation for tests the necessary specifications and technical documentation is reviewed and enacted, additional training of dispatching and operation personnel is provided. The Voronezh RDU also developed and implemented a complex of regime actions for carrying out tests of an automated system of remote control of the equipment PS of 220 kV of Buturlinovk.

Within comprehensive tests by the Voronezh RDU together with the Upper Don branch PJSC FGC UES an inspection of communication channels, completeness of volumes of the telemetric information coming to the Voronezh RDU for implementation of functions of remote control, functions of capture and release of a key of remote control between the Voronezh RDU and an automated workplace of operation personnel of PS of 220 kV of Buturlinovk, functions of remote control of switching devices, disconnectors and the grounding knives and also blocking of execution of wrong commands is carried out.

Successful carrying out comprehensive tests confirmed a possibility of commissioning of remote control of the equipment PS of 220 kV of Buturlinovk from the dispatching center of the Voronezh RDU.
