On December 27, 2019 the Atlas Soft company announced that specialists of FBUZ "The Center of Hygiene and Epidemiology in Chukotka Autonomous Okrug" independently customized and implemented an electronic document management system of "Etla".

FBUZ "The Center of Hygiene and Epidemiology in Chukotka Autonomous Okrug" is federal budgetary institution of health care of Federal service for supervision of consumer rights protection and human welfare. The center is included into a single federal centralized system of the bodies and organizations exercising the state sanitary and epidemiological surveillance.

In 2018 the management made the decision on workflow automation of the organization. During the open competition on acquisition of an electronic document management system by the winner there was an Atlas Soft company as EDMS "Etla" completely met the imposed technical and functional requirements, and the company could offer the best delivery cost. Existence of EDMS "Etla" in the unified register of the Russian programs was one of important factors.

Among requirements to a system there was an existence of a full range of tools for setup and system implementation by the customer's specialists.

Transition to electronic document management was dictated by desire to create transparent structure of storage of all documents of the center and automation of registration of the entering, outgoing and internal documents. Also it was going to increase employee performance due to unit of regulations for document handling and management instructions.

During setup and system implementation Customer's specialists:

  • Created structure of storage of documents of the center.
  • Made a set of reference books for cards of all document types.
  • Registered users and created user groups with distribution of access rights to different parts of storage of documents.
  • Developed a number of routes of registration and approval of the entering, outgoing and internal documents.
  • Configured a number of templates of instructions.

As a result of project implementation the center many times reduced processing and approval of all document types. The management received the simple and evident instrument of control of accomplishment of the instructions, and responsible persons received the broad picture of processing of documents in real time.

Further it is going to expand the number of users for work in a system that each employee of the center could get access to the necessary information and required documents.
