At the end of December 2019, the State Corporation for the Organization of Air Traffic in the Russian Federation (State Corporation for Air Transport) signed a contract with Elbrus Consulting in the amount of about 18.4 million rubles for the transfer of two of its systems from Oracle DBMS to Postgres Pro^[2].

The State Corporation for Air Transport provides state services for air navigation services to Russian and foreign users of the airspace of the Russian Federation. It includes the organization and maintenance of air traffic, the provision of aviation telecommunications, the provision of aeronautical and meteorological information, search and rescue. Services are provided to users of airspace at all stages of the flight of the aircraft.

Aeronautical maintenance of aircraft flights is carried out on uniform conditions for a fee, unless otherwise provided by the legislation of the Russian Federation. For the provision of public services for aeronautical services, users of the airspace of the Russian Federation pay fees.

The project of import substitution of DBMS deals, in particular, with the centralized Internet service of mutual settlements and payment of air navigation fees and the Internet service of mutual settlements of the provider of services of air navigation fees.

The first of them was created in 2014-2016. It allows Russian and foreign registered airspace users to receive real-time information on the status of mutual settlements, the amount of services rendered for air navigation services, and pay debt with bank cards online. In addition, with the help of the service, you can send requests for changing the data on the fleet of aircraft, quickly inform about changing the details for payment.

The second service was developed in 2017, and in 2018-2019. introduced in the branches "Aeronautical Navigation of the North of Siberia" and "Aeronautical Navigation of North-Eastern Siberia" of the State Corporation for ARVD. This system automates the service provider's internal business processes for maintaining and accounting settlements with airspace users.

As part of the Elbrus Consulting project, it will be necessary to finalize both systems to ensure their current functionality when working on the Postgres Pro DBMS. One of the requirements is to ensure the number of possible users of the systems at least 5 thousand, while the number of concurrent internal users is at least 50, and the number of working external users is at least 450.

The terms of reference for the purchase say that it was decided to transfer these services from Oracle to PostgreSQL in order to reduce dependence on foreign software rights holders for systems participating in the main financial support processes of the State Corporation for ARDS.

The work is carried out in order to reduce dependence on licensing policies of foreign copyright holders and manufacturers, as well as reduce sanction risks in the field of application of software for the needs of FSUE State Corporation for ARVD, the customer explains in the terms of reference.

However, this is not the only reason for migration. The State Corporation for ARDS also expects to reduce the total cost of ownership of the software by reducing various deductions to foreign copyright holders, as well as increase the stability and information security of solutions through the use of software with verifiable open source.
