2019: Launch of the first stage of the regional digital profile system for residents of Moscow

On January 20, 2020, UniData announced that the Department of Information Technology (DIT) of Moscow is developing the Regional Digital Profile System for Moscow residents. The system will make it possible to enrich data on residents of Moscow from various sources and thereby make the provision of public services in the capital easier, better and more flexible.

The developed system of centralized management of applicants' profiles provides for centralized collection, storage and provision of reference information about the applicant's profile - an individual, including connections with relatives, real estate, machines, documents, etc. We are talking about creating a unified regional digital profile of a Muscovite, which will be enriched with data from various sources: Pension Fund, Social Insurance Fund, Unified Register of Beneficiaries, Unified Personal Account on the Portal of City Services, Unified Mobile Platform.

The creation of this system will significantly improve the quality of public services, increase the speed of their provision in multifunctional centers (MFCs) - including by centrally storing data about a citizen who had previously applied for services.

In turn, the volume of disparate stored data on citizens in various information systems of Moscow will decrease, historical data and effective reports on citizens' profiles will be available for statistical analysis as part of the provision of public services. One of the most tangible advantages of developing the project will be a significant reduction in the number of failures in Moscow's digital services due to the high quality of validation of data on citizens within the framework of centralized profile management.

In mid-2019, the first phase of the project was put into industrial operation, implementing the main functions of the system. A data model has been developed and implemented, taking into account the features of the digital profile of a citizen of the city of Moscow. The main source systems and consumer systems were connected.

In the industrial operation of the first stage of the project, integration was made with such systems as AIS MFC, ERL, ELK, ETPMV, AIS registry office. Using data cleaned and converted into reference profiles of citizens, the holding of electronic elections in Moscow is supported.

As of January 2020, work is underway to connect additional source systems, optimize architectural solutions and expand the data model.

The first phase of the project was put into industrial operation. The Active Citizen and Electronic Elections projects were supported.
