IBS company together with Right and Finance company created the system of budget management for the largest operator of rail transportation of grain loads Rusagrotrans. The project is implemented on the IBM Cognos Planning 8.4 platform.

The main functionality of a system of budget management Rusagrotrans includes:

• ensuring control of collecting and formation of data by the centers of the financial responsibility of the company;
• possibility of collaboration in approval of budgets in a system, storage of several approved versions of the budget;
• automatic formation of final financial budgets: income and expenditure budget, budget of cash flow, balance;
• multidimensional detailing of budgets and analysis plan fact of deviations.

The project was executed by consultants within six months. At a development stage of design of future system were studied and in coordination with the customer the methodological documents defining budgeting business processes are corrected. Settings and stress testing of a system are made, the accompanying documentation is developed. User training is provided.

During the project mechanisms of collecting, approval and the centralized making changes in budgets of the CFD of Society that is especially relevant for Rusagrotrans, performing the activity including through a branch network, located in different time zones were implemented. In the next plans – integration of IBM Cognos with the system of accounting used Rusagrotrans as a source of actual data. As a result of such integration the planned and budget system of Society will give a carrying out opportunity the plan fact of the analysis for the purposes of control of budget implementation and automatic calculation of deviations.

Now the system of budget management is operated in full. Dozens of employees working in central office and remote branches of the company became its users. As assume in Rusagrotrans, further steps on development of a system can become increase in detailing of actual data for deeper variance analysis and also expansion of analytical opportunities using specialized tools of the reporting.
