Biography

Was born on May 14, 1958 in the settlement of Breda of Chelyabinsk region.

1980: XU

In 1980 graduated from the Sverdlovsk legal institute (since 2014. The Ural state legal university), qualification - "lawyer", specialty "jurisprudence".

From 1980 to 2000 worked at the Sverdlovsk legal institute as the teacher, the associate professor, professor of department of civil law, the dean of investigative faculty, the director of Institute of justice of the Ural state legal academy (the name till 1992).

In 1984 completed postgraduate studies.

2000: Russian President Administration

From June, 2000 to January, 2002 - the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, coordinated reduction of laws of fifteen subjects of the Russian Federation in compliance of the Constitution of the Russian Federation and to the federal legislation.

2002: FEDERATION COUNCIL

In January, 2002 it is appointed the member of the Federation Council of Federal Assembly of the Russian Federation, at the same time elected the Chairman of the Committee according to legal and judicial issues, was a part of the Commission on methodology of implementation of the constitutional powers of the Federation Council.

2004

Financial academy at the Government of the Russian Federation

In 2004 graduated with honors from Financial academy at the Government of the Russian Federation (since 2010 - Financial University under the Government of the Russian Federation), qualification - "economist", specialty - "finance and credit".

The 9th AAC and BKKC Russian Federation

From 2004 to 2012 - the chairman of the Ninth arbitration Court of Appeal performing verification of the judicial acts adopted by Arbitration court of the city of Moscow, the vice-chairman of the Highest qualification board of judges of the Russian Federation.

From 2012 to 2014 - the judge of the Ninth arbitration Court of Appeal.

2014: Arbitration court of the Moscow region

In 2014 it is appointed the chairman of Arbitration court of the Moscow region to a six-year term of office.

2017: Governor of Mari El

On April 6, 2017 it is appointed the acting as the Governor of Mari El before taking office of the person elected the Governor of Mari El.

Since September 21, 2017 - the Governor of Mari El.
