2019: Appointment as the Minister of Health of the Astrakhan region

Fedor Orlov held a post of the Minister of Health of the Astrakhan region since December 10, 2019. To this position it came from a position of the chief physician of city clinical hospital N3 of Kirov.

2020: Dismissal from a post of the Minister of Health of the Astrakhan region

On April 8, 2020 the Minister of Health of the Astrakhan region Fedor Orlov resigned. The governor Igor Babushkin signed the resignation letter after the meeting on quality evaluation of delivery of health care to citizens in propagation conditions of a koronavirusny infection of COVID-19 in the territory of the region.

At a meeting of expert advice on quality evaluation of delivery of health care to citizens in propagation conditions of a koronavirusny infection in the territory of the Astrakhan region it was talked of accomplishment of planned targets and the instructions of the governor given during exit check of preparatory work in Regional infectious and Aleksandro-Mariinsky hospitals. Not all normative indicators were reached in full, and between the profile ministry and medical institutions there is no accurate coordination of actions.

Participants of council suggested to change system operation of health care and in connection with rise threat of seasonal incidence of tick-borne and mosquito fevers. Because of abnormally warm winter specialists predict serious exceeding of the normal illness rate these dangerous infections. All proposals of expert advice are submitted to the regional headquarters for fight against a koronavirusny infection.

Temporarily Svetlana Smirnova who since 2016 worked at a position of the First Deputy Minister of Health of the Astrakhan region is appointed the acting as the head of the Ministry of Health of the Astrakhan region.

By April 8, 2020 in the Astrakhan region 5 cases of a coronavirus of new type are registered. In general in Russia there are more than 8 thousand diseased and 72 dead.[1]
