To courts in Ukraine permitted to hold meetings in Zoom

On April 10, 2020 it became known that to the Ukrainian courts permitted to hold meetings by video conference, including using Zoom service. This innovation was accepted after introduction of a quarantine and transport restrictions in the country.

According to the changes made on April 9 by the Supreme Council of Justice (SCJ) to Paragraph 5.24 of Section II of Regulations of VSP, now meetings of Council of justice and disciplinary chambers can be held in the video conference mode with such technical capability, but except for closed meetings. For closed meetings of VSP the mode of video conference is excluded.

To the Ukrainian courts permitted to hold meetings by video conference, including using Zoom service

On the Judicial Authority of Ukraine web portal the button for access to an online service of Easycon which allows to participate in a court session in the video conference mode is added. The statement for participation in court in the mode of video conference is brought into the relevant court not later than five days before the judicial listening as it should be determined by social laws.

If the participant of a meeting submitted the petition for participation in a meeting in the video conference mode, but was on a meeting of VSP or disciplinary chamber personally, then it takes participation in a meeting of VSP in the general order. Decisions on holding meetings of disciplinary chambers in the mode of video conference are made by secretaries of disciplinary chambers.

Also for holding meetings during the quarantine it is possible to use Zoom service. On April 8 the board of judges of the Seventh appeal administrative court held two meetings in the video conferencing mode using Zoom.

As for the Easycon service developed in Ukraine, access to it was open on April 9, 2020. Since April 13 the solution will be used by courts in the pilot mode, and since May — in full. It is noted that because of a quarantine the Ukrainian judicial system postponed about 5000 meetings.[1]
