On April 22, 2020 it became known that City hospital No. 6 of Vladimir bought for the infectious department 50 medical ventilators "PHASE — 5 HP" delayed for 15 years  intended for treatment of patients with COVID-19. Reported about it in regional prosecutor's office based on check.

Investigation also showed that the equipment did not undergo specialized service for suitability maintenance. Besides, operation of devices requires ftorotan anesthetic (the medicine intended for introduction to an anesthesia), but it is not used more than 15 years.

Not registered in the order established by the law and poor-quality medical products for the amount of 6 million rubles were delivered. In this regard materials of public prosecutor's check are directed to investigating bodies for the solution of a question of criminal prosecution , says prosecutor's office.

By April 22, 2020  initiation of legal proceedings on signs of the crime provided by Part 1 of Article 238.1 of the Criminal Code of the Russian Federation ("Sale of the poor-quality and unregistered medical products in a large size") is decided. Guilty persons are threatened up to five years of colony also by a penalty up to 2 million.

On April 15 the Provladimir edition  reported that devices  are released  in   1999-2001 and are unsuitable for use. The edition assumed that  the deputy of the State Duma Grigory Anikeev could give devices to hospital  — before his charitable foundation "Mercy and Order"  announced  purchase of 50 ventilators for needs of area. The deputy  reported that he the purchased devices of 1999 of release, but emphasized that they never were in operation.

At the same time  the Vladimirskiye Vedomosti newspaper  with reference to the press service of regional administration disproved messages about delivery of low-quality IVL to hospital No. 6.[1]
