On April 28 it became known that the government of Germany addressed SAP and Deutsche Telekom for the purpose of development of mobile application which will allow to monitor spread of an infection of COVID-19 in Europe. Other companies also will take part in the project, but their names are not reported.
The authorities emphasized that they would like to receive the decentralized solution for observation of spread of a virus. It should be able to detect the facts of contact of the infected COVID-19 with other people and to immediately warn about it users of mobile devices.
Within this system data should be collected in anonymous form. Detection of the facts of interaction of users is offered to be made using Bluetooth technology which equips each modern phone. At approach of one person to another applications on their phones should communicate with each other and communicate. Now similar technologies in own products use Apple and Google.
At the same time to users it is going to send notifications on contacts with infected without indication of names of the last.
The authorities support the decentralized solution as it is capable to cause more trust in users, Steffen Seibert, the press secretary of the chancellor Angela Merkel explained.
Thus, the authorities of Germany threw down a challenge to supporters of the approach suggesting to unload contact lists on the state servers to have an opportunity selectively to warn people about possible infection. Human rights activists opposed sharply such solution, having said that thanks to it in hands of the authorities there will be too much information which then — upon termination of a pandemic — can be used with malice aforethought.[1]
