The Ministry of Health of Kalmykia bought 10 Mindray ventilators at inflated price

On April 30, 2020 it became known that the staff of the Ministry of Health of Kalmykia bought medical ventilators at very high price for the sake of the minimum delivery dates.

As reported a source, users of social networks criticized the Ministry of Health of Kalmykia for purchase of medical ventilators at higher price, than it was made by the authorities of other regions. The head of department Yury Kikenov said that the cost of devices is higher because of differences in a complete set.

On April 24 the Ministry of Health of the Republic of Kalmykia signed the delivery contract of 10 Chinese SV300 ventilators for the total amount of 35.9 million rubles. Thus, the cost of one device - 3.59 million rubles. It agrees to the available price list of the official Russian representative of a source of Mindray manufacturing company, SV300 ventilators in a complete complete set are offered at the price of 33,524 dollars (about 2.5 million rubles).

SV300 ventilators in the complete set specified in purchase of the Ministry of Health of Kalmykia really are on sale Mindray company on 2.6 million rubles, the Minister of Health of Kalmykia Yury Kikenov confirmed, commenting on April 29 on "claims which appear in social networks". However the producer is not engaged in sale of the products directly, and official distributors have companies ventilators "already suppliers redeemed beforehand", Kikenov said during the air in Instagram.

All products for the next 120 days are contracted and are at supplier companies. We should understand that we live in market society, and we have a market, but not the state deliveries. In market conditions each supplier does the commercial allowance. And formation of the final price happens thus, – Kikenov told. He emphasized that it has no claims to the staff of the ministry because "they found the equipment – with delivery date within a month – at such price".

By 9 a.m. on April 30 in the republic 231 cases of a coronavirus are registered, 39 people recovered, three persons died. In infectious diseases hospitals of Elista and five areas of the republic 135 people, including six children and two expectant mothers are hospitalized. In insulators there are 36 people who contacted to infected. Under observation of health workers 539 people who arrived from endemic regions without SARS symptoms^[1] stay at home^[2].
