2020: Start of the portal solution for citizens and authorities

On May 12, 2020 the BFT company reported that it developed for committee of finance of the Volgograd region the Portal for providing information on budget process of the Volgograd region (further – the Portal) based on the solution "to BFT. The budget for citizens". This resource allows to explain difficult budget process to the people who do not have educations in the field of finance. Also for public authorities the analytical tool allowing to make effective management decisions on the basis of information on budget implementation was in addition implemented.

According to the company, only professionally prepared people can understand the text of the regulation about the budget often, not each citizen is capable to understand such number of digits and information that often brings to I misunderstand, to incorrect outputs from citizens. Therefore the Portal is directed to providing to the user difficult data on the budget in the simplest and clear form. Now and to residents of the Volgograd region such open space became available.

Before upgrade in the Volgograd region the website which was not integrated with an information system of the subject "The electronic budget of the Volgograd region" functioned and it was filled in the manual mode. The updated solution implemented by BFT company provides automatic filling of the portal with up-to-date and reliable data from GIS at once. In need of them it is possible to add manually.

The portal represents not just the platform for the general informing on budget process - it is the platform for public discussion of distribution of budgetary funds on the most priority directions of social and economic development. The possibility of holding polls on topical issues of budget subject is implemented. Also on the Portal the forum at which citizens can set and discuss all interesting issues functions.

Having come into the section "Budget calculator", users can create the version of the budget: specify what there are budgetary funds on, increase or reduce at discretion these or those expenses, learn what it will implicate.

Users of the Portal can quickly find the reference information about the budget, data on income and budget expenses, the interbudget relations, debt policy, etc. All these indicators are presented in the form of evident tables, diagrams, charts, infographics – information is clear not only to the financiers understanding a subject, but also all citizens.

The updated portal solution has several advantages. Among them:

• code of information on budget data from different sources;
• accounting of all requirements of the Ministry of Finance of the Russian Federation and recommendations of NIFI;
• intuitive modern interface;
• information visualization in the form of different graphic elements;
• timely and regularly updatable data;
• availability of information for a wide range of persons;
• mechanisms of involvement of citizens (forum, polls, etc.).

Within creation of the Portal in committee of finance of the Volgograd region based on "BFT. The region Online" was implemented the analytical tool for acceptance of management decisions. He provides the round-the-clock access for the head to financial performance of the region or municipality, allows to analyze quickly information and promotes acceptance of management decisions. Data on the portal are updated daily.

In fact, the implemented portal solution is a personal online assistant to the administrator who helps it to answer important issues:

• What financial position of the region?
• How here key projects are implemented?
• What objects are set for the current and planning period?
• What indicators of development are reached?
• What to change for improvement of a situation?

It allows to support, on the one hand, decision making by heads of different levels, and on the other hand, to support control of execution of these solutions due to quick access to information on key indicators of development of the region.

In a project deliverable the Portal of committee of finance of the Volgograd region solves a problem of the involvement of citizens into budget process. After upgrade of the portal the range of the tools allowing the public to express the opinion, to share the ideas, to ask questions and to receive answers extended. As a result – creation of a positive image and reputation of public authorities, increase in the trust level from citizens.

Also among effects of the implemented functionality: formation of uniform open information space in the field of management of public finance and economy of the region, anti-corruption, increase in investment attractiveness of the region.

After implementation of the analytical tool for authorities it became more convenient to heads to obtain information on the current execution of the regional budget. Manual entry of information decreased to a minimum, there was a possibility of forecasting of cash gaps, the efficiency of use of budgetary funds increased. Thanks to online access to data from any computer or the mobile device costs of one of the major resources in management – time decreased.
