The automated control system for personnel the BOSS-personnel officer was implemented in Karelenergo Joint-stock company in 2000. In April, 2004 RAO UES of Russia approved a configuration of JSC IDGC of the Northwest according to which "IDGC of the Northwest" integrated raspredset of CUC of the Northwest: Arkhenergo, Vologdaenergo, Kolenergo, Komienergo, Novgorodenergo, Pskovenergo, including JSC Karelenergo. As a result of reforming of the industry of power industry of Russia since January, 2005 JSC Karelenergo is transformed to the regional network company. The following production departments are a part of Karelenergo branch: Southern Karelian, West Karelian and Northern electric networks. Number of staff in structural units fluctuates from several tens to several hundred people. Total number of staff of JSC Karelenergo – more than 3000 people.

Project Tasks

The functioning automation system of payroll was developed by department of an ACS of JSC Karelenergo in 1980. Calculations for the salary with workers were executed on a centralized basis for all structural units of JSC Karelenergo on computer Es_1007. The technology of calculation included the following stages:

  • clerks did preprocessing of documents on PEVM;
  • results were transmitted to department of an ACS of e-mail or on diskettes in the DBF format;
  • the department of an ACS made calculation which results were transferred partially by e-mail, partially in printing by a regular mail or with the courier.

For the solution of transfer of payroll calculations from computer Es_1007 on modern level it was necessary to replace the obsolete software with an end-to-end system of personnel management and payroll.

Choosing a Solution

Specialists of JSC Karelenergo carried out the analysis of the personnel management systems which are available in the Russian market sold in Oracle DBMS basis. The choice was stopped on a personnel management system the BOSS-personnel officer as this software product most conformed to qualifying standards. Representatives of JSC Karelenergo together with independent experts conducted a research of a possibility of application of standard system modules the BOSS-personnel officer (Registration of personnel, the Staff list, Payroll calculation) for the solution of a task of accounting of personnel, work and salary in JSC Karelenergo. The research was conducted on the test example provided to JSC Karelenergo. As a result specialists of JSC Karelenergo drew conclusions on a possibility of use of the BOSS-PERSONNEL OFFICER system in the conditions of JSC Karelenergo taking into account the following completions in a system:

  • obtaining summary reports on all JSC Karelenergo;
  • converting of the data on salary which are saved up in computer Es_1007;
  • providing two options of data entry in a system:

the first option – import of data in the DBF format with the subsequent payroll calculation in department of an ACS using the module "Payroll" of the BOSS-PERSONNEL OFFICER system; the second option – a dialogue mode, i.e. data entry and calculation the estimating accountant performs gain of control of the input and output data increase in number of the output documents created automatically

Project Description

Works on personnel management system implementation the BOSS-personnel officer in JSC Karelenergo began in June, 1999. By the time of implementation the technical specifications were developed and approved, primary training of the database managers responsible for maintenance of a system is provided. In January, 2000 in JSC Karelenergo industrial payroll is begun. When calculating both options of data entry in a system are used. In a dialogue mode calculation is performed in Executive office, when calculating for other enterprises the import regime of data is used.

Priorities:

  • replacement of the obsolete software working based on computer Es_1007
  • expansion of systems capabilities functions, which not the obespechivaladeystvuyushchy program (calculation of a vacation pay, hospital, automatic recalculation for previous periods, obtaining additional reports)
  • converting of the data which are saved up in computer Es_1007, in the new database

Project Effect

The personnel management system the BOSS-personnel officer according to modern requirements provided complete automation of payroll and personnel management in JSC Karelenergo. Transfer to a dialogue mode of payroll of the enterprises located in Petrozavodsk and entering a local computer network of JSC Karelenergo became the next stage.
