2020: Transition to electronic "green cards"

In June, 2020 the Russian Association of Motor Insurers announced transition to electronic "green cards". It will be far off possible to make out such insurance since July 1.

This day becomes effective the solution of the Council of Bureaux (Brussels) about a possibility of an execution of "green cards" not only on the form of green color, but also on black-and-white that will make possible their remote sales. Thus within the international system "green card" strategy implementation of phased transition on electronic documents began.

"Green cards" for departure abroad on a car become electronic

According to the made decision, national bureaus have the right how to save a design on forms of green color, and to start in whole or in part the production black-and-white. At the same time holders of black-and-white certificates at departure and entrance in the territory of the countries of the international system should have them at themselves in the printed type.

Active preparation for implementation of this solution is carried out to RSA. In particular, as a part of the AIS CMTPL there is a development of the functional module of the agreements "green card" with a possibility of their design in real time and checks of reality through the electronic database. Along with completion of technology works, implementation of electronic sales will require making changes in a regulatory framework and also the organization of electronic interaction with the Russian and foreign customs authorities.

Insurance  within the "green card" system is an alternative method of execution by owners of vehicles of an obligation for insurance of the civil responsibility in case of time use of the vehicle in the territory of the foreign state.

Green card car owners need to buy an insurance for departure out of borders of the Russian Federation separately from the internal policy of the CMTPL. "Green card" is a part of the system 48 countries, Russia is her full member since July 1, 2015.^[1]
