2020: Start of service
On June 23, 2020 MTS announced start of the service allowing to reduce the real estate duties of legal entities due to review of cadastral cost an object. The company claims that the new solution allows to reduce the amount of tax on average by 30%.
Since January 1, 2019 in case of contest of cadastral project cost, land and property tax can be counted also for the last periods when former cadastral cost was applied ( the Tax Code of the Russian Federation of Article 378.2, 391, 78).
The real estate duties are calculated proceeding from the cadastral cost of section which does not consider subjective parameters, such as repair, location and infrastructure. This amount of tax can be corrected, relying on the market value of the building or section. MTS of Estate allows to automate this process and to undergo all procedures in a digital format.
At the first stage the client can check what potential of reduction in tax. The service will estimate the approximate potential of decrease in cadastral cost, having compared it to the similar real estate and sections in the corresponding location.
If the client sees expediency in contest of cadastral cost, he loads into a system the power of attorney, the certificate on the property right or the lease agreement and standard technical documentation for production of the report on market assessment: technical plan and balance sheet reference. Service will create and will take a document package to court and the commission on consideration of disputes on results of determination of cadastral cost. Notifications on each stage of consideration of the application in instances will come to a personal account and to e-mail of the client.[1]
MTS says that decrease in cadastral cost and a tax takes place successfully in 95 cases from 100, and economy can reach hundreds of millions of rubles a year depending on initial cadastral project cost.[2]
