2020: System implementation of electronic information exchange with state agencies
The Otkrytiye bank announced on June 30, 2020 implementation of functionality of electronic document management with Federal Bailiff Service regarding search of accounts, imposing/cancelling of arrests and collectings by all types of debtors on all regional governments of FSSP of the Russian Federation.
The functionality of electronic document management on search of accounts is performed based on an automated system of E-Government HUB. As specified TAdviser, it is joint development of bank with CFT company based on the platform of CFT. In a closing stage there is a process of transfer on the updated EDMS under resolutions on collecting/cancelling of collectings, resolutions on arrest/cancelling of arrests. Also works on transfer of electronic document management with FTS, the CEC are conducted. In plans - automation of execution of requests on paper carriers from state bodies.
The implemented automated system of E-Government HUB allows to optimize and reduce labor costs of employees of the bank Otkrytiye at execution of requirements of FSSP, it is essential to increase quality and speed of execution of requirements of regulating documents, to reduce the cost of ownership and service of a circuit of electronic document management, to provide the continuity of electronic document management, - the director of the department of settlement service of Otkrytiye bank Olga Egorova tells. – For June, 2020 the bank processes more than 1 million requests of FSSP and other state agencies a day. At the same time on average only 150 documents from daily document flow require personal participation. No more than 5 man-hours of working time of the employee of the operational block are spent for it. |
Earlier document handling, arriving from state bodies, in bank was decentralized. Many processes were made manually by different divisions with participation of a large number of employees and using different banking systems.

More than 10 large systems of bank are integrated into a system, - Oleg Zaytsevsky, the senior vice president, the director of the department of IT development of Otkrytiye bank notes. |
Implementation of this technology in bank means reduction of risk of unreasonable, illegal blocking and money recoveries from accounts for clients. Such effect is reached thanks to a package of measures for identification of clients, an exception of errors of mass document handling.
The E-Government HUB system will also be used for enrichment of client data and assessment of solvency of clients that will allow bank more quickly and to qualitatively make decisions on credit requests.
