Power

JSC Moscow United Electric Grid Company

The complex project for JSC MOESK.

Customer

JSC Moscow United Electric Grid Company is the largest Interregional distribution grid company of Russia, enters into the three of the leading power companies of the country and into number of 30 largest industrial enterprises of the Russian Federation. JSC MOESK services 98% of consumers of Moscow and 95% of consumers in the territory of the Moscow region. Core activities – rendering services in transportation of the electric power to consumers and technology accession to the electric networks.

Situation to the project

Lack of a system of antiabnormal automatic equipment, vulnerability from possible emergency situations.

Task

Development, implementation and commissioning of a system of ensuring reliability of power supply, including a complex of the local antiabnormal automatic equipment (AAE) and automation equipment of supervisory control by objects of "Moscow United Electric Grid Company" (more than 40 objects).

Solution

Complex of antiabnormal automatic equipment, full-function system of operational and dispatching and dispatching and technology network management.

Unique solutions for project implementation:

1) Based on experience of the advanced countries and also opportunities of the domestic industry at reconstruction and technical re-equipment of objects JSC MOESK, Optima energy company implemented the unique hardware and software system which is specially developed for the distribution grid companies (DGC) – the complex of control of the distribution network (CCDN). The complex of technologies for RSK is created for the purpose of solving of tasks of management and reliability augmentation that, along with replacement of the capital equipment, construction of substations and VL, allows:

  • increase observability and controllability of network objects and network in general;
  • minimize damage of consumers due to localization of accidents;
  • reduce the recovery time of power supply of consumers.

2) The hierarchy of technological solutions which is completely corresponding to hierarchy of an object was developed for the solution of assigned tasks and accomplishment of a main goal of the project on reliability augmentation of the electric networks and power supply of consumers by Optima energy company. Optima energy technologies are implemented at all levels of JSC MOESK:

  • level of the central dispatcher station (CDS)
  • level of the regional dispatcher stations (RDS)
  • level of the regions of the electric networks (REN)
  • level of substations (PS)

3) Among the technological solutions implemented by Optima energy company for increase in efficiency of objects it is necessary to pay special attention on:

  • system of antiabnormal automatic equipment;
  • system of telemechanics;
  • distributed automation system of technology management;
  • system of collecting and information transfer.

4) Close integration in a single system of a large number of the functions and applications necessary for the network company for the organization of operational work is performed.

5) On substations of MOESK the undervoltage restriction automatic equipment (URAE) on the basis of Optima energy of useful model (The patent for useful model No. 67302 registered in the State register of useful models of the Russian Federation of October 10, 2007) patented by specialists is implemented. This system of antiabnormal automatic equipment creates a complex of impacts on PS for the purpose of recovery of the decreased tension to normally allowed level at emergency operation (in our case this shutdown of a part of loading of PS). Except local function of shutdown of loading on one PS the transmission function of commands of shutdown of load of the adjacent PS which are logging in is also implemented. AOSN automatic equipment is implemented on terminals of GE Multilin N60 and F35 company of the UR series of which such important features as are characteristic:

  • flexibility and simplicity of configuring of a system;
  • minimization temporary zavtrat on search and rectifications of faults (registration of events and data, an ostsillografirovaniye, registration, synchronization on time through IRIG-B input);
  • personnel training of the customer due to use of the standard platform;
  • minimization of requirement in additional devices thanks to the integrated control functions, buttons and interfaces of communication, programmable LEDs;
  • quick access to information thanks to interfaces of SCADA and integration into an information network;
  • the modular execution providing:
  • simple scalability of a system;
  • reduction of number of spare parts;
  • upgrade under operating conditions;
  • cutting of costs for maintenance, repair and replacement of separate modules.

Start in operation of the systems of antiabnormal automatic equipment and KURS based on ENMAC provided substantial increase of reliability of functioning of the electric networks and the equipment of the electric grid company.

Result

Among the specific and essential project deliverables significant not only for customer company, but also for consumers of the electric power and in general for development of the Russian power supply system, it is possible to select the following:

  • Increase in system effectiveness of supervisory control
  • Creation of a single system of technical operation
  • Increase in level of technical and technology armament, providing with modern control facilities and managements of network objects
  • Reduction of risk of emergence of technology violations in the Moscow power supply system at different (including, cascade) perturbations in its electric network

2005-2007.

JSC MOESK

Creation of the transport navigation system.

Customer

Vehicle fleet of JSC MOESK includes 73 types of vehicles (special cars, trucks, trailers, buses, cars, mechanisms). In its structure trucks GAZ and ZIL, cars and minibuses UAZ dominate.

Task

Main objectives of the project are:

  • creation of distributed system of dispatching monitoring and management of the CU in real time;
  • reduction in cost of ownership of vehicles and the equipment due to increase in management efficiency;
  • increase in discipline of personnel;
  • exception of inappropriate use of transport;
  • strict accounting and optimization of a consumption of the fuels and lubricants (FL).

Solution

The fixing of a moving object is performed using signals of the satellite radio navigational GPS system (USA). For connection of vehicles to a system the GSM network is used.

The primary data collected by a system are of practical interest to dispatching and transport services of MOESK branches of JSC. The dispatching service uses services of monitoring of the movement of vehicles (provision, the direction of the movement, speed, compliance to a route). The transport service uses data for formation of operational reports, formation of primary documentation, planning of repair activity, performance monitoring of use of transport and a consumption of fuel and lubricants.

Principal components of a system are onboard navigation terminals, a server group with the preset software of the dispatching center. For connection of vehicles to server group and vehicles the GSM network is used (GPRS, CSD, the SMS).

The solution is based on own developments of Optima protected by patents for an invention.

Result

The project on implementation of the transport navigation system of JSC MOESK is the first, in the history of the Russian power industry, the large-scale project on implementation of the corporate system of monitoring of the vehicles (V) based on use of navigation these satellite GLONASS/GPS groupings.

Approximate project duration – three years. During the first, 2009 completed in the first quarter, a project stage, the system core is put into commercial operation (network of one central and five filial dispatching centers) and about 300 cars are equipped. In total more than 1700 cars will be connected to a system. The implemented system provides savings of money of the customer in core business for the cost reduction account of ownership of vehicles, increases in efficiency at emergence of emergency situations in operation of the equipment of power supply networks and as result, decrease in number of accidents and a total downtime of networks.

Regarding operation of vehicle fleet, taking into account the previous experience of implementation of similar projects, it is possible to expect decrease in an average daily run of cars not less than for 20% (upon reaching of the implemented system design capacity).

Substation Cherkessk of 330 kV

Situation to the project

"Empty" PS. Lack of an ability to manage on PS, lack of control of security of a condition of equipment and also lack of a control system of reliability.

Task

Creation of the automated process control system (APCS), monitoring system of the transformer equipment, and radio-link communication. The project went within the program of reliability augmentation and observability of the Power pool system and was implemented in the shortest possible time – 7 months.

Solution

The automated process control system (APCS), monitoring system and diagnostics of the transformer equipment (SMID TO) and the radio relay line (RRL) are implemented

Result

Implementation of this project allowed to provide:

  • increase in observability of parameters of the mode and condition of equipment of PS and the adjacent electric network in normal and emergency operation in terms of solving of tasks of personnel of PS, services and MES branches of the South (including Command center networks – Head CCN of MES of the South and the Stavropol PMES), divisions of SO-TSDU of EEC: ODE of the South, North Caucasian RDU;
  • increase in effective management of substation for the purpose of maintaining the set mode, failure prevention of the equipment, localization and elimination of effects of hardware failures and preserving of survivability of substation;
  • reliability augmentation and safety of operation of the automated equipment of PS;
  • increase in efficiency and comfort of work of operation and service staff.

CHPP-21

Project of creation of the PCS and RZA of block No. 11 PGU-450 of CHPP-21, Mosenergo branch of JSC

Customer

JSC Mosenergo Now the CHPP-21 provides electro-and heat supply Northwest and Central Administrative Districts of Moscow and also the city of Khimki, is the largest producer of thermal energy in Europe which capacities are enough for providing with heat to 3 million consumers. Electricity production makes 9045.0 million kWh.

Situation to the project

The lack of an opportunity is effective to manage PS.

Task

Supply of equipment and implementation of RZA and APCS of TMO for block No. 11 PGU-450 of CHPP-21 including for KRU of 6 kV (PTK "Ovation", screens of collective use, the exercise machine for personnel training, protection of the generator and transformer, an excitation system and the thyristor starting device, system management of the block and ORU, etc.), including a spare part kit.

Solution

Relay Protection of Automatic Equipment (RPAE), automated process control system (APCS). The equipment is Emerson, General Electric.

The project also included:

  • accomplishment of project works (development of a complete set of the project documentation: calculation, diagnostic tasks, program and logical management, etc.);
  • accomplishment of necessary tests;
  • carrying out training of specialists of the Customer (on manufacturing plant, on the building site of CHPP-21), complex approbation;
  • accomplishment erection and commissioning;
  • delivery in trial and commercial operation.

Basic technical solutions are based on production systems of GE Power Management and Emerson Process Management company.

Result

Commissioning of the CCGT new block with a total power of 450 MW, more economic and operational, proceeding from time of implementation, in comparison with steam power units.

Customer Feedback

Optima integration and Optima energy which are a part of Optima performed works on design (including the approved part of the project), to configuring and production of the equipment, tested at the plant and the Customer's polygon, supplied the equipment, carried out erection, balancing and commissioning and comprehensive tests and also put in operation the APCS system (including the electrotechnical equipment) and the system of relay protection of block No. 11 PGU-450 of CHPP-21 Mosenergo branch of JSC. Hydroelectric power station of Kapand, Angola

Customer

The hydroelectric power station of Kapand is one of the largest hydropower objects in the center of the African continent. The hydroelectric power station is located in 400 km to the southeast from the capital of Angola of the city of Luanda. The Cuanza River on which the station is built is partitioned by a dam of 114 meter heights forming a water reservoir about 200 quarter of kilometers. A dam of the HEPS Kapand, regulating a river drain, increases thereby hydropower generation of Kambambe giving the electric power to Luanda. Power: 520 MW Quantity and power of units: 4 units on 130 MW

Situation to the project

Outdated substation.

Task

delivery of the capital equipment and implementation of an APCS and RZA (protection of the transformer, generator, differential protection of buses, a rotor against KZ, etc.) for 4 units on 130 MW, ORU-220 of kV

Solution

Relay Protection of Automatic Equipment (RPAE), automated process control system (APCS). Basic technical solutions are based on production systems of GE Power Management and Emerson Process Management company

Within the project was are also executed:

  • communication supply of equipment, including a video surveillance system, fire extinguishing, telephony, synchronization, etc.)
  • accomplishment of project works
  • accomplishment erection and balancing and commissioning
  • carrying out necessary tests
  • carrying out training of specialists of the Customer.

Result

PCSs and RZA of four units of the station are put into operation. The hydroelectric power station of Kapand is equipped a complex of modern communication systems and technical security.

Terms Project implementation completely corresponds to contractual terms:

  • till 2005 2 units were put into operation.
  • April, 2005 – November, 2008 the 3 and 4 units are entered.

"New and Anzhero-Sudzhensk" substation

The project on capital construction of transit substation "New and Anzhero-Sudzhensk" on 500 kV, the Kemerovo region.

Customer

Main Power Networks of Siberia Located in the city of Anzhero-Sudzhensk, the substation of 500 kV New and Anzhero-Sudzhensk was constructed in 1961. It is the largest power grid object of the Kemerovo region providing reliable power supply of the region and transfer of electrical energy between power supply systems of Western and Central Siberia.

Situation to the project

Outdated substation. It needed to be built up almost again on the new place

Task

Accomplishment of a complex of works on design, complete set and delivery, production of balancing and commissioning and to input of a software and hardware complex of the industrial control system (PTK PCS) in commercial operation.

Solution

Software and hardware complex of the automated process control system (APCS).

It is set:

  • modern gas-insulated switching equipment
  • static thyristor compensators
  • technology video surveillance
  • the secondary systems on microprocessor base
  • fiber optic communication lines.

Result

The works performed by Optima energy on PS "New and Anzhero-Sudzhensk" were a part of a huge complex of works on complete reconstruction during which the new substation near existing was constructed and its automation is performed. The construction of an object of such level in power is performed in the Russian Federation for the first time since reorganization of the Ministry of Energy of the USSR. According to the order of the Minister of Energy of the Russian Federation on November 15th, 2008 after capital construction input of substation "New and Anzhero-Sudzhensk" in commercial operation is performed. "New and Anzhero-Sudzhensk" - substation of new generation in the Russian power. Now all control functions by substation are performed by the PCS system created by specialists of Optima Energy company which means remote control of substation that increases reliability, operability of a system in general on the region, observability of an object, reduces operating costs. The "new and Anzhero-Sudzhensk" Russia's first new substation on which the PCS is entered in full. Before the PCSs similar systems were implemented only in projects on reconstruction of substations.

In this Optima energy project for the first time exercised control from the PCS of the static thyristor compensator (STC) of power 100mvar. Participation of the company in development of the work documentation together with JSC Novosibirskteploelektroproyekt, Novosibirsk, balancing and commissioning and acceptance tests jointly with specialized department on adjustment of the electrotechnical equipment (SUNETO LLC, Kemerovo), allowed to gain additional experience of accomplishment of project and setup works, especially regarding work with normative and technical documents, Construction Norms and Regulations and other regulatory base that allowed to increase labor productivity and quality of execution of works.

Substation Mashuk of 330 kV

Complex project of reconstruction and modernization of substation

Customer

South MES

PS "Mashuk" provides with the electric power Pyatigorsk, Kislovodsk, Yessentuki, Zheleznovodsk, the Mineralnye Vody airport, industrial zones of region, the mountain and sports resorts of Kabardino-Balkar Republic, the centers TV and broadcastings, more than 250 sanatoria and holiday houses. After connection to cells of substation Mashuk of new transmission lines power supply of one of the largest residential residential districts of Pyatigorsk White daisy and also the Mineralnye Vody section of the railroad became more reliable. Reconstruction also gave the chance to attach to the electric networks the Pyatigorsk's first City of the Sun aquapark with 14 fascinating attractions.

Task

Reconstruction and modernization of PS "Mashuk".


Solution

Implementation of the automated process control system (APCS) and the automated information measuring system of commercial accounting of energy resources (AIIS KUE)

Result

The electric power fiscal metering system with carrying out complete metrological support of the project and transfer of points of accounting, including installation of new modern measuring current transformers and tension is upgraded. Management of operation of the capital equipment of substation is at the moment automated using the process control system. The complex of systems consisting of a monitoring system and diagnostics of power transformers and the system of relay protection and antiabnormal automatic equipment is responsible for prevention of possible failures in operation of the electrotechnical equipment of substation. During the project two systems of the guaranteed power supply are created. One system is intended for ensuring smooth operation of the automated process control system of substation, and the second system - for regular power supply of responsible consumers.

Customer Feedback

"During the period from 2006 to March, 2007 Optima integration and Optima energy performed mounting works, to adjustment and implementation of the I stage of reconstruction of PS "Mashuk-330" (implementation Krue_330 of kV). Works were carried out on PS "Mashuk-330", PS "Prokhladnaya_2", GES_2 and NEVGRES. Ensuring implementation of the first in Russia Krue_330 kV with RZA devices on microprocessor base of General Electric company became possible at close cooperation of all contract organizations. All arising questions as concerning installation, and making changes in the project documentation in coordination with ODU of the South and MES of the South were solved personnel of Optima integration and Optima energy in a short time and at the high level". Task

Construction of PS "Murmansk" of 110 "turnkey" kV for municipal needs – increases in transformer capacity and reliability augmentation of power supply of the regional center. (PS is intended for power supply of the residential area, a utility and warehouse zone and private building).

Solution

For inclusion of PS in the general system of power supply of Tyumen the feeding VL-110 of kV which connected substations Murmansk and Novotekhnicheskaya was constructed. The substation is completed with the modern equipment which meets the high requirements for reliability, durability and convenience in operation. PS "Murmansk" after its commissioning completely replaced with itself developed the PS resource of 35 kV Technical.

Construction of substation within the city, in close proximity to the railway station has a number of features: difficult approval, gain of environmental control, redemption of the land plots which are in private use. Besides, when implementing the project there was a need to use the non-standard building for installation of some elements of substation. All these features were considered by specialists of Optima Energy at a design stage.

At all levels of implementation of this project, from construction and project researches before installation and adjustment of the capital equipment and systems/management subsystems electric power distribution process, carried out system integration of the innovative technologies. It is important that in schemes of relay protection (RZA) and the PCS for the first time in the Tyumen networks GE technologies for an individual network architecture of PS were used.

Result

PS "Murmansk" is constructed in time and with observance of all requirements of the customer.


Terms

2008.

Substation of Matveevk of 35/10 kV, Orenburg region

The project is implemented in 2005.


Task

Construction of "turnkey" substation.

Short characteristics of PS "Matveevka":

total area of building: 1710 sq.m;

power of transformers: 2х6.3 MVA;

To SHOUTING of 35 kV (KTPB 35-65BM-PA-OL/10, including cells of KRU of K-65 - 35 kV);

ZRU (KRU of K-59 - 10 kV);

RZA and SDU based on the domestic equipment;

communication of the HF/VL.


The necessity of construction of new substation in Matveevsky district was caused by significant growth in electricity consumption. The developing Spasskoye and Shkolnoye oil fields and the household sector of the regional center became the main consumers of electricity. As a result the task of construction of "turnkey" substation for ensuring additional power supply of municipal services of the Orenburg region was set for specialists of Optima Energy.

As a result of execution of works on this project the customer was handed over the new substation equipped with the latest technology (vacuum circuit-breakers and new microprocessor protection are installed).

Specialists of Optima Energy also implement the following projects:

  • The substation Southern of 110 kV, Tobolsk (JSC Tyumenenergo) is construction of "turnkey" PS. It is implemented in 2006.
  • The Kirovenergo branch of JSC IDGC of Centre i Privolzhya is upgrade of a system of telemechanics on objects of Kirovenergo branch. It is implemented in 2008.
  • PS "Dawn" of 500 kV, PS "Barabinsk" of 500 kV is reconstruction of the secondary systems. The project is implemented in 2008.

OGK-2

Creation of a full-function accounting and analytical management system.


Customer

JSC OGK-2 is the large geographically distributed company covering six regions of the country. Are a part of OGK-2: Surgut-1 Power Station, Pskov GRES, Serov GRES, Stavropol GRES, Troitskaya GRES. The central office is in Moscow. JSC OGK-2 was approved in March, 2005. The set power indicator - 8, 695 MW. Total number of personnel for the beginning of 2008 is about 4,695 people. The total amount of document flow – 110,000 documents a year, from which more than 52,000 - internal and organizational and administrative documents.


Task

One of the main tasks of reforming of power – transfer of the wholesale generation companies to the competitive sector of the industry and failure from use of budgetary funds. In the conditions of the market relations of JSC OGK-2 should provide stable increase in production, arrived and also to define independent financing sources. During reforming of the industry there was a need to increase the technology level of management of the company for effective solution of the delivered business challenges:

  • increase in efficiency
  • ensuring transparency of financial and economic activity
  • creation of competitive advantages
  • value addition of assets
  • stimulation of investment attractiveness


Solution

Consultants of Optima consulting revealed the processes influencing capitalization of JSC OGK-2 and proposed an optimal solution:

SAP ERP - the accounting system allows to carry out managerial and financial accounting, to control financial and economic activity of the enterprises: to quickly obtain information on a schedule status of purchases and repair work, to control logistics, to competently build work with personnel.

EMC Documentum - the electronic document management system (EDMS) provides automation of the internal entering, outgoing, organizational and administrative documentation, guarantees transparency and increases the speed of processes of approval and agreement signature.

SAP Netweaver Portal - a corporate portal creates a convenient workplace for the user with the accessibility to different information resources of the company, including an information and analytical system, an electronic document management system and the system of technology information.

SAP Business Intelligence is the analytical support system of business intended mainly for top management, allows to plan financial activities, to manage customer relations, to create calculation of key performance indicators, to control a funds expenditure.


Result

Within automation of activity of holding by consultants of Optima consulting the full-function accounting and analytical management system of the generating holding of federal scale is created. At this stage the accounting system based on the SAP solution ERP is brought into trial operation; the works on implementation of a corporate informational portal, creation of an electronic document management system are completed; planned works on creation of an information and analytical system based on the SAP solution BI are continued.

Practical results on the completed stages:

Creation of an electronic document management system integrates document flows of all branches of JSC "OGK-2" and provides increase in controllability and transparency of the made financial and organizational processes of the company.


Creation of a corporate portal allows to concentrate information around needs of the user and provides access to information and analytical resources, to an electronic document management system and the system of technology information.


In the long term uniform accounting and the information and analytical system will allow to solve the main production and managerial tasks:

  • increase in efficiency and reliability of management of the existing capacities
  • schedule performance of construction of new capacities
  • respect for target values of the investment budget
  • improvement of financial and economic indicators
  • increase in capitalization and investment attractiveness of JSC OGK-2

TGC-10

Creation of the unified information system


Customer

JSC Territorial Generating Company No. 10 created within reforming of the electrical power industry of Russia since December 1, 2006 began to work as uniform operating company. 8 power plants of Chelyabinsk, Tyumen, Tobolsk, the Chelyabinsk, Tyumen and Surgut thermal networks, electric power total production – 18.79 billion kWh were its part. The executive office controlling activity of the enterprises of JSC TGC-10 is to Chelyabinsk. A total quantity of staff of JSC TGC-10 taking into account affiliated enterprises - 5200 people.


Task

Task

Automation of process of management of production and support of acceptance of management decisions in JSC Tyumenenergo


Solution

Optima consulting implemented the project on creation of the automated control system for financial and economic activity (FHD ACS). As a basis the software product of SAP was selected.

The organizational scope of the project included automation of all divisions of JSC Tyumenenergo. For obtaining fast effect of implementation branches are automated in several queues. Divisions of the first stage: Executive directorate, Surgut ES, Nefteyuganskiy ES, Nizhnevartovsk ES, Kogalym ES. The second queue – the Tyumen ES, the Ishim ES, Northern ES, the Southern ES, NP Energokompleks, the Tobolsk ES, November ES, Uraysky ES.


Result

As a result of project implementation control functions by finance, materials, personnel, repair of technology equipment, purchases and sales in wholesale market of the electric power are implemented. In two branches of JSC "Tyumenenergo" – the Surgut and Nefteyugansk electric networks – are in addition automated management of power sales activity.

This structure of the automated FHD ACS functions provided decrease in volume of routine transactions of personnel and increased quality of the organization of accounting.

Uses of the created ACS of FHD increase in management efficiency of JSC Tyumenenergo due to improvement of planning methods is result, of optimization of methods of operational management. Including system implementation allowed to increase net electricity supply using quality improvement of accounting and control of volumes of transfer and losses of the electric power.

The customer of construction of the subway – the Municipal state enterprise "Directorate on Construction of Underground Transport Constructions" of Kazan (MKP "DSPTS" of Kazan). Own Kazan construction enterprise is – Kazmetrostroy Municipal Unitary Enterprise. The operational enterprise is – Metroelektrotrans Municipal Unitary Enterprise. General designer – Kazgrazhdanproyekt Institute.


Situation to the project

In the Russian Federation about 14 years, till 2005 did not put into operation again under construction lines of the subways. The pause which developed generally for the financial reasons had both a negative, and positive side. It is unconditional, bad that many years the new equipment and technologies of management and control was not implemented that it was not brought out of work old, morally and physically outdated equipment that traditional designers of the systems of automatic equipment, signallings, communications and security (ASSB) for the subways owing to lack of orders strongly lagged behind in the methodical plan. During this time the equipment and technologies "stepped forward" - to digital technologies and contactless switching of power chains. On the other hand, the pause allowed to look at problems of operation of the subway, in particular automatic equipment, signallings, communications and security "new view". Understanding came that in new conditions process automation, and complex automation with the thought-over structure of a complex in general, optimal component interaction, use of new approaches in the organization of service and repair is necessary not just. It is obvious that for the proof of the last statements someone had to risk and believe that cardinal changes, especially on the subway which is again put into operation not only are possible, but also are necessary. Our company assumed overall responsibility for implementation of the ASSB complex in the remained read months prior to the 1000 anniversary of Kazan which celebration took place at the end of August, 2005.


Task

Ensuring safe and comfortable transportations of passengers at significant reduction of service staff, power consumption of hardware. Providing new functional problems of the ASSB complex due to integration of systems and creation of the new information and managing systems in a complex.

For increase in efficiency of exchange of the service information between administrative objects of the subway the data transmission system which integrated 5 metro stations, the engineering body and depot was created. The traffic safety of a passenger traffic is organized using a unique complex of detection of explosive and narcotic substances and also video surveillance systems, the fire warning and automatic fire fighting. "The subway is repaid: people understand that it is the safe, convenient and fast type of transport. Necessary security systems work at all five stations. Within two years on the subway there were no states of emergency", - the CEO of Metroelektrotrans Municipal Unitary Enterprise Asfan Galyavov reported.

Almaty subway

Customer

The customer of construction of the subway – the State utility company on the right of economic management of akimat of the city of Almaty "Directorate of the subway under construction of the city of Almaty". The general contractor – JSC Almatymetrokurylys. General designer – Metroproyekt Organization.


Situation to the project

2008 was anniversary in the history of construction of the Almaty subway, 20 years ago in the capital of the Kazakh SSR started its construction. "These contained 20 years in themselves everything: both the long-awaited beginning of construction, and construction, and considerable decrease in speed of construction, and construction revival", - M.T. Ukshebayev, the CEO of JSC Almatymetrokurylys. The pause which developed generally for the financial reasons in construction had both a negative, and positive side. The pause allowed to look at problems of construction and operation of the subway "new view". Strongly increased volume of passenger traffic in the city could not be performed completely only by land transport any more, and sharp increase in the motor transport caused excessive congestion of streets and deterioration in safety conditions of traffic. All this aggravated need of the fastest construction of the modern subway – with high carrying capability, regularity and security. By the time of revival of construction of the subway in 2006 the equipment and technologies "evolved dramatically forward" - to digital technologies and contactless switching of power chains. Based on works on implementation of a modern unique complex of the systems of automatic equipment, signaling, communication and security (ASSB) on the Kazan subway of our company entrusted works on creation of a complex of the ASSB systems in the subway of the city of Almaty which should become the most modern, convenient and effective, on the level of comfort and hardware to not conceding best subways of the world!

The customer of construction of the subway – GU of the Omsk region "Management of the customer on construction of facilities of the Omsk subway". The general contractor – NPKU PI "Omsktransproyekt" (NPO LLC "Mostovik). The general designer on the Engineering body – JSC TPI Omskgrazhdanproyekt.


Situation to the project

Now construction of one of the subways of the Russian Federation – the Omsk subway is conducted. On construction of the subway of the city of Omsk by the general contractor the serious backlog in all directions is created. At design and hardware of the subway the decision to apply only the most modern systems, advanced methods of design and new high-speed construction technologies is made. Based on works on implementation of a modern unique complex of the systems of automatic equipment, signaling, communication and security (ASSB) on the Kazan subway of our company entrusted works on creation of a complex of the ASSB systems in the subway of the city of Omsk. All this will allow the young subway of Omsk to become one of the most modern.

Moscow monorail transport system

Customer

"The Moscow monorail transport system" - separate division of SUE Moscow Metro. It is the Russia's first monorail system. Passes on a platform at the height about 6 meters. The route passes in the North-Eastern Administrative District. The highest point - the Koroleva Street station - 12 meters. On the line - 6 stations. Distance between them - 700-800 meters. The special rolling stock was developed for the line. In the train - 6 cars, 44 seats.


Situation to the project

The Management System for Work of the Station (MSWS) was used only in the subways earlier and was standard structure of the equipment: communication devices, switches of the loud-speaking notification, a rack with video monitors, receiving and control panels of a fire and security alarm and also the SURS control panel on which management of lighting and the electromechanical equipment came down.


Task

Creation of the SURS software and hardware complex (management systems for work of the station in the automatic mode) at 6 stations:

1. Creation of the dispatcher station at each station providing regulation of passenger traffics and the organization of train service in borders of the station, control of a situation, a status of premises and the engineering equipment of the station. 2. Development of a centralized system of automatic control of the engineering equipment and lighting at the station. 3. Development of operating instructions SURS and training program of technicians.


Solution

1. Creation of the automated attendant workstation of the station.

  • development of design of the premises of the operator of the station
  • delivery of specialized furniture of the operator;
  • implementation of SCS and LAN of a dispatcher station;
  • placement of the equipment of SURS;
  • development of the panel of an abnormal stop of escalators;
  • development of the system of centralized operation and data collection on the basis of the personal computer and the human-computer interface and also the SURS control panel as an alternative source of management;

2. Retrofitting of the existing control cabinets the electromechanical equipment and lighting by means of telemechanization allowing to control and manage far off the local equipment in the automatic or manual mode. 3. Development of the SURS central control cabinet by means of which interaction between local control cabinets and the server of a dispatcher station of the station is performed; 4. Implementation of the guaranteed power supply of a supervisory control system; 5. Organization of a system of the loud-speaking notification (GGO). It is the system of the loudspeakers placed across all territory of the station and the adjacent territory. The integrated GGO system allows to combine a large number of functions of operative, production conference loudspeaker communication, advertizing and musical broadcasting, the abnormal notification in one system. 6. Training of operational personnel in skills of work with SURS.


Result

In 2005 at six MMD stations specialists of Optima transport implement the SURS software and hardware complex. In the repaired premises comfortable conditions for personnel on duty are created. Sets of specialized dispatching furniture are made and set. By means of the convenient and intuitive tool (the human-computer interface based on the PC) automated workplaces of the operator of the station are implemented. For the first time on objects of Moscow Metro the SURS system using modern reliable element base from leading manufacturer of the automation equipment of Schneider Electric company is created. In the system designed by us new enhanced capabilities with management in the automatic mode appeared. As a result of SURS purchased the following functions:

  • automatic control of a working light at the station on daylight sensors;
  • remote control of evacuation and emergency lighting;
  • the automated control system for heating and ventilation with a possibility of zone temperature maintenance
  • the panel of an abnormal stop of escalators within the automated workplace of the operator of the station;
  • the loud-speaking notification with a possibility of broadcasting by the operator and the person on duty on the station;
  • automated system of control, diagnostics and control of the engineering equipment of the station;
  • archiving of data on operation of the equipment and actions of the operator of the station;
  • for the purpose of optimization of energy consumption at stations the system of decline in production of work of the engineering systems at night day is implemented;
  • regular power supply of a supervisory control system of the station is provided;
  • operational documentation on SURS is developed; at each station there takes place periodic certification of skills of work with SURS of technicians.


Daily within the project services of the maintenance (M) of operational and efficient SURST at 6 stations are rendered:

Transtelecom Company Ltd (a trademark - a TTK) is founded in 1997. The major shareholder - JSC "Russian Railways". Today the TransTeleCom company operates and services one of the largest in Russia a fiber-optical communication network more than 53,000 km long and capacity of 50 Gbps. The network is laid along the railroads of the country, has more than 1000 nodes of access in all regions of Russia and connects Europe and Asia. 17 regional enterprises created in the largest cities of Russia provide services to a TTK in all territory of the country.


Situation to the project

The management system and monitoring of communication networks used separate methods of communication channels for communications with the managed equipment. It was difficult to operate management systems which functioned on different channels and delivery modes of control signals.


Task

Creation of a uniform technology communication network for all management systems and monitoring - on the uniform technology principles.


Solution

Audit and upgrade of the hardware-software complex (HSC) and organizational infrastructure (OI) of management systems and monitoring of communication networks.


Result

Works on audit of HSC and OI of management systems and monitoring of communication networks are performed. During the course of performance works examination of the existing infrastructure of management systems and monitoring was conducted, processing and the analysis of data retrieveds are executed and the recommendations about further development of management systems and monitoring of a communication network of Transtelecom Company Ltd are submitted. The project is in implementation phase.

Upgrade of a system of selector communication


Customer

JSC Rzhdstroy - one of leading companies in the market of transport construction. On sales volumes of construction services enters the five of the largest Russian companies.

Rzhdstroy provides accomplishment of contract works across all territory of Russia – from Kaliningrad to Yuzhno-Sakhalinsk. In structure of company 18 of construction and installation trusts which are located on all network of Russian Railways. The industrial complex of the company is provided by the enterprises which are turning out products for transport and civil engineering.


Situation to the project

The system of selector communication existing before project implementation worked only through a telephone network of the general access. It imposed a number of restrictions. In particular it was impossible to use at the same time more than 30 channels though such need and existed. Moreover, the long and frequent negotiations on a long-distance call caused by specifics of a company performance Rzhdstroy lay heavily upon the budget.


Task

Project tasks were expansion of functionality of a system of conference calls, increase in efficiency of use of the available communication channels, simplification of the procedure of convocation of conference calls and management of them.


Solution

The system created on the basis of the central server of a voice selector communication and 11 communication hubs increased the number of simultaneous connections to automatic telephone exchange on a public telephone network up to 60 subscribers and to 96 points of entry in case of use of IP channels.

As transmission mediums networks with package and channel switching are used. Protocols are supported: for video transmission of IP (H.323 and SIP) and ISDN (H.320), audio there are PSTN and VoIP. As IP network the corporate VPN network of the customer is used.

A system provides opportunities for carrying out several independent conference calls, managements of the course of conference calls by the operator through a management system with the developed opportunities, supports of conferences on a request and the planned connections and also record and/or broadcast of conference call per IP network.

A system is used for holding meetings geographically distributed and local, at the level of separate divisions, participants.

Treat features of a system:

  • the equipment and the principles of creation underlain in the solution assume significant economy at further development of a system including for the organization of a video conferencing;
  • the system of selector communication of JSC Rzhdstroy is integrated into a single system of conference calls of JSC "Russian Railways".

The project included installation and setup of communication hubs in 12 branches of the company in such cities as Khabarovsk, Chita, Krasnoyarsk, Omsk, Yekaterinburg, Yaroslavl, Nizhny Novgorod, Samara, Saratov, Voronezh, Rostov and Moscow.


Result

Project implementation allowed to increase the number of participants of conference calls and also allowed, due to transfer of essential volume of voice traffic in corporate VPN network it is essential to reduce costs on communication services. The implemented system of conference calls is a part of the general program for development in Rzhdstroy company of a corporate system of communications between all divisions. The system of conference calls allows to organize operational information exchange in real time, to reduce time and means spent for administration management and at joint work over projects note in the company.

Creation of a system of reading and recognition of license plate numbers of vehicles on 61 international automobile check points


Task

Project task - creation of a system of reading and recognition of license plate numbers of vehicles and its input in operation on 61 international automobile check points (FCS of Russia).

Feature of the project is the geography of its implementation – it was kept at the same time in seven federal districts in many regions on border of the Russian Federation: from Murmansk region to Primorsky Krai.


Solution

The system of recognition of the state license plate numbers of motor transport consists of the following principal components:

  • television cameras of outside execution;
  • special software;
  • means of processing and information storage (servers and workstations);
  • lighters visible or Infrared range;
  • transmission media of data;
  • video input payments;
  • switching equipment.


A system provides automatic recognition and registration of number of the vehicle in any weather climatic conditions and at any time within controlled zones with a high probability of the correct recognition, automatic time management and dates of entrance/departure of the vehicle to about MAPP territory, identification of cargo vehicles, registration of the fact of arrival of cargo vehicles for MAPP, formation of the electronic card based on all types of the state control on the check point.

The open architecture and technology of creation of a System allow to expand composition due to inclusion in its structure of new components, provide a possibility of fast integration into composition of the necessary equipment for technical implementation of additional tasks.

The system developed and implemented by specialists Optima allows to be integrated also with the external information systems and hardware and software systems of different departmental accessory functioning on border and also with other technology equipment (scales, barriers, traffic lights). A system is constructed on modular type and if the customer has a need of connection to other external systems, it will be performed in different configurations, with connection of additional components.

The solution is based on own developments of Optima protected by patents for an invention and also opportunities of the platform of security of SecurOS with the module of recognition numbers "Avto-Inspektor", productions of the Russian company ISS.


Result

The created system allows to automate process of registration of the vehicles crossing a controlled zone, to inform on time of stay of the vehicle in the territory of the international automobile check point (IACP), to maintain databases about the vehicles which proceeded through the controlled territory.

Use of a system significantly accelerates passing of cargo transport through the international automobile check points. A system can be basic for consolidation of all types of the state control of vehicles.

Customer

The pipeline system KTK – the largest investment project with participation of the foreign capital in the territory of the CIS. The cost of the first stage of the project - 2.6 billion dollars. Extent of the pipeline which connected oil fields of the Western Kazakhstan to the new sea terminal in Russia is 1,510 km.


Task

Creation of the automated system of supervisory control intended for monitoring and management of power supply of the oil pumping station "Kropotkinskaya" of a pipeline system of Caspian Pipeline Consortium of Russia (CPC-R) located in Krasnodar Krai.


Solution

The complex of systems implemented by specialists of Optima provides status monitoring and control of actuators of all subsystems of a system of power supply of NPS and also secure access to control objects for all participants of process. The structure of an automation object includes several subsystems: automated system of supervisory control, channel-forming communication equipment, telephone communication, data protection subsystem, security fire warning. System architecture, Optima constructed by specialists, includes 2 dispatcher stations, 3 communication subsystems, subsystems of automated management of technology processes (APCS), regular power supply and data protection.

A system, is the peculiar top of an iceberg integrating all subsystems of AGRS: gas distribution, gas compression, instrumentations and automatic equipment (Instrumentation and automated control systems), local APCS, electrochemical protection, security fire warning, accounting of a gas rate, etc. The system equipment, in addition to AGRS, is placed on 5 objects belonging to CPC-R and other organizations, such as: Gazprom transgaz-Kuban, "Southern telecommunication company", Emercom of Russia. Technology objects are located far off from localities and carried across Krasnodar Krai at distance up to 170 kilometers. Communication of components is performed with use by use of the Ethernet interface on fiber optic and copper communication lines and also RRL.

Features of implementation of a new automated system of supervisory control are connected with need of ensuring compliance to technology and organizational conditions both CPC-R, and other participants of process of power supply of NPS "Kropotkinskaya".


Result

The project is a part of the complex task implemented by CPC-R of transfer of drives of trunk pumps of NPS "Kropotkinskaya" from diesel fuel on gas. Result of project implementation and task in general – significant economy of money on power supply of NPS "Kropotkinskaya".

Sinar's group is created as the investment company implementing modern technologies of business management taking into account the uniform principles of business.


Task

Centralization of placement of all services of the company in the uniform building of office complex located at the address: Yekaterinburg, Rosa Luxemburg St., 51. The total area of the building – 20,000 sq.m., the number of floors – 16, planning solutions allow to place up to 1000 jobs.

The task set by the Customer consisted in postadiyny design and construction, with the subsequent commissioning, engineering and IT infrastructures of the multifunction building of office type.


Solution

Specialists of Optima designed, unrolled and put in operation the integrated complex of the main engineering and technology systems of the building: SCS, network of power supply with protection against failures, a LAN, the system of a corporate IP telephony, the system of collective access to radio and to satellite channels, the system of the guaranteed power supply, a complex of the engineering systems of the main and reserve DPC. Besides, a set of the necessary presentation systems equipped a number of the conference rooms and meeting rooms of the building intended for ensuring activity of the top management of Group of Sinar.

The main lines of the project were the complexity of approaches and aiming of designers at unification of the used technical solutions.

Interesting technology feature of the project – implementation of services corporate a LAN and the systems of corporate communication as uniform complex. At all levels of implementation of corporate network, from the cross equipment to the systems of information security support, mechanisms of monitoring and localization of abnormal events are used. The active equipment used at creation of network provides mechanisms of prioritizing of traffic, necessary for work of the IP telephony.

At the level of application services solutions which at the time of the beginning of works were absolutely new are used. In particular, in the building the system of unified communications from Cisco (Cisco Unified Communications), providing employees with services of corporate telephone communication, video conference, a possibility of short messaging and e-mail is installed. All employees have access to uniform base of contacts (regardless of type of the terminal device).

Practically all territory of the building is equipped with wireless access points to corporate network. In the building the high-performance and scalable call center is set.


Result

Construction of the new building and its equipment state-of-the-art was, at the time of project implementation, a strategic task of Group of Sinar which accomplishment allowed to reduce dissociation of offices and, as a result, to increase efficiency of personnel of Group.

The competence Optima included equipment of the new building taking into account business requirements, on the basis of the latest technology innovations for the purpose of formation of uniform communication space of the enterprise, creation of means of effective communications and infrastructure with the high level of fault tolerance. These premises were put by the Customer in a project basis.
