2020: Launch of IT system to monitor garbage collection

On July 27, 2020, Rostelecom announced the launch of a federal technological system to control garbage collection. The digital solution, built on the company's cloud platform and neural network algorithms of computer vision, allows you to analyze the site and territory near the garbage collection site, the volume of discarded waste and the filling of containers, as well as the roadway in the area of ​ ​ the garbage truck.

Rostelecom began to offer a service for monitoring sanitary and epidemiological rules and norms (SanPiN) for the collection, removal and disposal of solid household waste (MSW) in several cities: in Belgorod, Vladimir, Voronezh, Domodedov, Kaluga, Kostroma, Lipetsk, Ryazan and Tver.

IP cameras connected to the federal video surveillance platform Rostelecom, using a video analytics module, monitor the serviceability of container and storage sites, the sanitary condition of MSW collection sites, the content of the container site pavilion and violations of SanPiN for their placement.

Using this technology, you can identify broken fences, the presence of unauthorized graffiti or pasted ads, record poor-quality cleaning, track the number of containers actually loaded, as well as determine the time of arrival of garbage trucks and their state registration plates, which makes it possible to control separate garbage collection.

Detected violations are confirmed by screenshots with metadata and are available to users in their personal account. The system also allows you to upload all statistics with photos, schedules and confirmations of which chain of operations the MSW passes. By analyzing container occupancy statistics, you can optimize the routes and quantities of garbage trucks.[1]
