2021: Transition to electronic birth certificates from July 1
In early June 2021, it became known about the transition to electronic birth certificates. From July 1, 2021, such a document will no longer be formed in paper form by state and municipal medical organizations. This was reported in the draft order of the Ministry of Health of the Russian Federation.
By the beginning of June 2021, according to the birth certificate, the Social Insurance Fund of Russia pays for medical services provided to future mothers by women's consultations during pregnancy; Maternity homes and perinatal centres during childbirth and postpartum; and children's clinics during the observation of the newborn in the first year of life.
At the same time, the woman herself must provide a birth certificate in paper form to various medical institutions.
Under the new rules, the birth certificate will be translated into electronic form, which will completely exclude the participation of women in the process of transmitting information. During the information exchange, the women's consultation will inform the FSS about the registration and observation of the future mother, in turn, the maternity hospital will notify the FSS that the birth took place, and the children's clinic will inform about the registration of the child during the first year of life at the age of up to three months.
The Ministry of Health of the Russian Federation specified that such a document will be filled out and stored in the unified information system of the Social Insurance Fund "Social Insurance."
The Social Insurance Fund notes that the introduction of an electronic birth certificate will also contribute to the proactive appointment of some benefits, that is, they will be accrued without applications and appeals for them.
Earlier, electronic birth certificates began to be tested in the Astrakhan, Belgorod, Kaliningrad, Lipetsk, Tambov, Ulyanovsk regions, in the Republic of Bashkortostan and the Yamalo-Nenets Autonomous Okrug.[1]
