2021: HRBP Knowledge Assessment with Adaptive Testing Technology

The adaptive testing technology from the "TalentTech.Training" module, which is part of the HCM platform, helped Rostelecom evaluate the knowledge and skills of HR business partners. Thanks to this technology, the knowledge of 92 specialists was tested, the company TalentTech reported on August 4, 2021.

Rostelecom initially had two goals: to determine whether the current level of competence of HRBP (abbr. From Human Resources Business Partner) coincides with the required target profile, as well as to identify growth zones and select personal events for their development. According to the customer, adaptive testing on the basis of the TalentTech module best of all was suitable for achievement of these purposes. Training.

"We had an important task - to test the knowledge and skills of HRBP. Skills were assessed using internal case solutions, and to assess knowledge, we chose adaptive testing based on technology and methodology from TalentTech specialists. The choice of this type of testing is due to the fact that in less time and a small number of questions you can get an objective idea of ​ ​ the level of knowledge of employees. After testing, we received analytics about the competence levels of our employees. Testing was carried out according to the following competencies: organizational design and business process management, talent management, number management, training and development, selection and compensation management. To check each skill, 15 to 20 questions were asked, and no more than a minute was allocated for each answer. Questions were asked in three stages on 7 levels of difficulty - the subsequent question depended on the answer to the previous one. After the staff member answered the target level questions and scored a pass point, the system proposed higher-level questions to assess capacity. If a pass score is not scored, questions were asked below to determine the current skill level. This approach to testing doubles the process of evaluating and analyzing employee competencies, and friendly and understandable design increases user engagement by an average of 30%.

After passing the testing, the employee and the manager are provided with an individual report that spells out the strengths and weaknesses of the tested person, and sets the final level of possession of these competencies. The information panel shows the skills and positions of users, as well as data on the overall level of team preparation.

2020: Implementation of Adaptive Testing Platform

On August 4, 2020, it became known that Talenttech's adaptive testing platform. Training allowed Rostelecom to evaluate the digital skills of employees. Thanks to the service, in less than two weeks the knowledge of Python and Excel was tested by almost a thousand specialists of the company. According to the results of 120 participants, they were admitted to the online course "Master of Data Analytics" of the educational program "Digital Economy," which is aimed at improving the digital skills of employees and allows you to get another profession.

According to the company, the adaptability of the educational platform doubles the test speed. The Excel knowledge test takes no more than 7 minutes, testing programming skills on Python - up to 20 minutes.

Participants are tested in stages: if an employee could not confirm possession of the mandatory Python skill, he will not be able to pass other tests. Most tests are adaptive: the level of complexity of questions varies depending on the success of the answer to previous ones.

A ready assessment of basic digital skills is combined with the creation of individual tests for a specific request. At the end of the test, the manager receives an analytical summary for each employee. The information panel shows the skills and positions of users, as well as data for making a decision on subsequent training in the company's authoring program.

The platform does not have access to employee personal data, operating only with registered phone numbers and logins. The educational multilevel program "Digital Economy" started at Rostelecom in 2018. Its goal is to give employees an idea of ​ ​ technology and teach applied digital skills. As of August 2020, Rostelecom employs about 130 thousand people. Of these, almost 20 thousand in 2019 were trained in the areas of "robotics," "blockchain," "data science," "analytics" and other IT areas. The task of the company is to provide employees with the opportunity to improve their qualifications or change their profession within the company; Create working groups from different segments and professional industries - IT, finance, accounting to share knowledge and experience. For example, the Data Analyst program involves both employees from the technical infrastructure department and HR specialists who need to improve the efficiency of solving everyday tasks.

The solution is an individual educational track, directing the user to teach only relevant skills and topics. This technique reduces the individual development plan by about 60%.
