2020: Arrest in case of fraud in the supply of imported electronics
On August 6, 2020, the Oktyabrsky District Court of St. Petersburg sent under arrest Vadim Lysenko, general director of an imported electronics supplier for enterprises of the EKB-Neva military-industrial complex. According to investigators, EKB-Neva carried out fraud with certificates for foreign electronics imported into Russia for the needs of the army, as well as scientific and industrial enterprises.
According to law enforcement agencies, Lysenko planned to steal 55 million rubles belonging to the Scientific Center for Applied Electrodynamics JSC (NC PE). In 2017, the company entered into an agreement with the scientific center for the implementation of certification tests in the amount of 90 million rubles. The work was not carried out, but EKB-Neva sent a claim demanding payment of 55 million rubles.
The intent of the defendants was not completed, since the NC PE did not have that kind of money, the press service of the city courts said. |
Vadim Lysenko is suspected of committing a crime under Part 3 of Article 30-4 of Article 159 of the Criminal Code of the Russian Federation (attempted fraud, fraud). The entrepreneur was detained on August 3, 2020, after which he was interrogated as a suspect. Lysenko was previously wanted.
EKB-Neva buys electronics abroad. For its introduction into the Russian "defense industry" certification is required, for which tests are carried out. Among the customers of the company are the Research Institute of Television, Krylovsky State Scientific Center, NPP "Signal."
For less than seven years of existence, the company, according to RusProfile, participated in more than 30 public procurement as a supplier for eight suppliers. She executed nine state contracts totaling 40 million rubles for JSC NII Television.
Earlier in St. Petersburg, the alleged accomplice Vadim Lysenko, the head of the radio intelligence enterprise Kirill Selenu, was arrested.[1]
2022
Another charge of trying to illegally obtain money from a CE PE
General Director of EKB-Neva Vadim Lysenko was accused of using his official position to steal funds from the Scientific Center for Applied Electrodynamics (NC PE). This was reported by the joint press service of the courts of St. Petersburg[2].
On May 17, 2022, the Dzerzhinsky District Court of St. Petersburg registered a criminal case against the general director of EKB-Neva. The investigation believes that Vadim Lysenko, from 05.10.2017 to 17.03.2021, provided fake documents on the certification tests of foreign-made electrical products used in the Orden mobile automated radio engineering reconnaissance station for air targets. On the basis of these documents, he received acts of acceptance of the work performed, which influenced the court's decision to recover 195 450 000 rubles from the NC PE in favor of Elkom-Plus. At the same time, the prosecution clarifies that Vadim Lysenko could not realize his intention, since the NC PE did not have a real opportunity to make payment by court decision.
In June 2022, preliminary hearings began in the case.
New criminal case
In relation to the general director of EKB-Neva Vadim Lysenko, the investigative authorities of St. Petersburg began another criminal case (part 4 of article 159 of the Criminal Code of the Russian Federation). This time he is accused of illegally receiving almost 9 million rubles from the Research Institute of Television (NIIT), which specializes in creating television equipment (part of the Rostec[3]). This follows from the message of the joint press service of the courts of St. Petersburg[4].
According to the press service, on July 22, 2022, the investigation petitioned the Vyborg District Court of St. Petersburg to elect Lysenko a preventive measure in the form of detention. However, the court did not satisfy the petition and a ban on certain types of actions was chosen as a preventive measure:
- visit office and other premises of EKB-Neva at any time of the day;
- communicate with the victim's representative, as well as witnesses;
- travel outside St. Petersburg.
According to investigators, Vadim Lysenko, as the general director of EKB-Neva, received 8.985 million rubles from NIIT in 2017 for conducting certification tests of foreign-made electro-radio products. However, he, unable to conduct real tests of the equipment, provided the NIIT with fake protocols.
According to the press service, Vadim Lysenko himself claims that he did not commit a crime, and his organization fulfilled the agreement concluded with the NIIT in full.
Based on the statement of Vadim Lysenko, and due to the fact that in the framework of another criminal case he was chosen a preventive measure in the form of house arrest and a ban on certain actions, the conditions of which he did not violate, the court decided to refuse the investigation.
