Kurnosenko said that the Department of Construction and Architecture of the Ivanovo Region provided a fictitious report on its full readiness. But in fact, the hospital is not ready, none of the buildings was accepted by the customer, furniture and medical equipment were also not accepted.
On this fact in April 2021, the Investigative Department of the Investigative Committee of Russia for the Ivanovo Region opened a criminal case under the article on abuse of power (part 3 of article 285 of the Criminal Code of the Russian Federation). According to investigators, the contractor, within the deadline established by the contract - December 2020 - did not complete the work of deploying an infectious disease hospital, and the customer transferred the money to the contractor in full.
The Government of the Russian Federation allocated an additional 500 million rubles to complete the construction of the hospital, the current deadline for delivery is scheduled for December 31, 2021. The hospital consists of 20 buildings, the medical facility is designed for 360 beds in the basic configuration with the ability to deploy up to 790 beds in emergency cases.

The order of the Government of the Russian Federation on the allocation of funds from the reserve fund of the government to the ministry to provide one-time financial assistance to the budget of the Ivanovo region to co-finance the costs of deploying a fast-moving infection hospital for 360 beds in the region to provide medical care for patients with a new coronavirus infection has entered into force.
Co-financing of the budget of the Ivanovo region will be 1%. 2.58 billion rubles were allocated from the reserve fund of the Russian government.
