2020: Training of employees the Russian Foreign Ministry on the eLearning 4G platform

On August 20, 2020 the HyperMethod company announced that the staff of the Ministry of Foreign Affairs of the Russian Federation studies 10 years at the eLearning 4G platform.

Since 2010 all employees the Russian Foreign Ministry before business trips abroad are trained on the eLearning 4G platform. Public servants of territorial authorities, diplomatic and administrative and technical employees of consulates and Embassies of the Russian Federation in foreign countries master information technologies which are necessary for them in daily work using the platform.

The main objective of the remote and mixed training at the platform — training of staff of the ministry for work in the special information system intended for maintaining foreign policy projects. But except application professional programs diplomats and their assistants have an opportunity to complete courses on security of foreign institutions, paper work, to master the special software.

After end of training courses employees undergo obligatory certification after which successful delivery are allowed to work in representations the Russian Foreign Ministry abroad. Similar requirements — successfully complete professional courses — are shown also to potentially new staff of the MFA: to students graduates of MGIMO, other universities and colleges focused on work in the MFA.

Solution

According to Gipermetod, till 2010 distance learning of staff of the MFA took place on the IBM LWCL system which ceased to meet the requirements of the ministry over time. After transition to products of HyperMethod company already created educational content was postponed for the eLearning 4G platform, and for development of new training courses training managers began to use the ordinary designer of eAuthor computer engineering means.

Structure of training courses such is that after each theoretical block questions for self-checking are provided, and the glossary with professional terms and abbreviations also is at any time available to fast orientation in information. After passing of training courses the test which results are considered at new official appointments is offered to listeners.

For answers to questions and communication on organizational issues the forum and a chat are created. To estimate success of passing of rates and a flow of listeners, administrators of educational process can design or unload the ready report with results of testings and the current results of passing of rates — both at a separate rate, and on department of the MFA. As them on the portal more than 200 embassies and consulates located abroad and also representative offices of the Ministry in the subjects of the Russian Federation are registered.

Since 2010 the HyperMethod company performs technical support of the portal and also trains in work with it of new administrators and managers.

Results

On a corporate portal for distance learning more than 1000 accounts of employees are created. Successfully more than 800 people were trained. The educational portal became the central educational platform for all staff of the Ministry of Foreign Affairs of the Russian Federation.

In 2020 retraining of diplomats becomes the anchor direction of advanced training of the Russian diplomats working abroad. The MFA continues to develop training materials which will enter in "diplomatic a minimum": knowledge necessary for understanding of trends of foreign policy and high technologies.
