In August, 2020 it became known of the decision of the Ministry of Telecom and Mass Communications to be engaged in creation of service for measurement of speed of Internet access. The deputy head of the ministry Oleg Ivanov said that the popular American service Speedtest can show incorrect data as providers load the test files used by Speedtest, and the subscriber measures speed of the channel not to a global network, and to own telecom operator.

Such phenomenon when the provider of the Internet downloads to himself test files is widespread, and  as a result the subscriber measures speed not  in the Internet  but only to  the channel of the provider … well same a lie. As a rule, you are interested in access to  a World Wide Web, and  at the same time to you is uninteresting that there at  the operator occurs. It is necessary for you that  you quickly downloaded a roller with  YouTube or  VKontakte  — this is necessary for you, and  resources are located not  at your provider  — told the deputy minister in an interview to the Digital Journalism project.

According to him,  the Russian certified analog of Speedtest will allow consumers to gain a fair idea of communication quality. Oleg Ivanov is sure that Russian service "can be trusted". The official did not call either terms, or cost of future development.

Speedtest issues results  about the speed of the broadband and mobile Internet around the world. By August, 2020 through this service more than 30 billion tests of speed were carried out.

In Russia the similar product develops "Yandex" — he calls Internetometr. He  allows  users to learn data on the browser, the operating system, the IP address, speed of Internet connection and other data.

Oleg Ivanov noted that the question of introduction of requirements to  operators on  service quality of communication is studied.

Start up these requirements,  at first especially, will be just minimum, but  the subscriber, buying service, should guarantee himself at least the minimum level of quality of such service. Of course, all this needs to be done in  dialog with  operators that also   not to cause to the industry damage. But on  this way it is necessary to move  — he told.[1]
