SK "ROSNO" is among the major Russian insurers and contains 100 branches distributed across all territory of the Russian Federation – more than in 70 regions. At the moment in SK "ROSNO" about fifteen thousand people from whom about five thousand – salaried employees of the company work. In April, 2010 SK "ROSNO" completed the project of centralization of personnel business processes within uniform HRM - the BOSS-PERSONNEL OFFICER system. The BSC company acted as the partner in implementation.
Summary of the project
Date of beginning / project finish: September, 2009 - March, 2010.
Main Objectives / Project tasks:
- Consolidation of data on all structural divisions of SK "ROSNO" and creation of the centralized information system of personnel records and payroll;
- Possibility of remote information input for the purposes of time keeping (entry points are the branches SK "ROSNO" which are geographically distributed across all territory of the Russian Federation);
- Integration of a personnel management system BOSS-personnel officer and financial system of SK "ROSNO" (including setup of interfaces).
Limits of the project:
- The SK "ROSNO" regional network (about hundred branches in different regions of the Russian Federation) and head office of the company in Moscow
Prerequisites of the Project
Today SK "ROSNO" takes positions of one of the largest players in the Russian market of insurance - contains more than one hundred branches through the whole country and about 15 thousand employees. In 2009 the management of ROSNO made the decision on business process optimization and IT infrastructures of the company. Implementation of centralized operation and, as a result, more effective control on all key activities of the company, including regarding personnel management had to become an ultimate goal. "Already most of heads understand that without use of modern IT technologies to get competitive advantages in the market impracticablly. It was one of the main objectives for 2009 and remains a relevant task for 2010 - very large amount of activities of the company is directed to centralizing both business processes, and IT infrastructure in a whole, with management here - in the center", - Sergey Kovalyov, the Director of the department of development of information systems, SK "ROSNO" notes.
As the personnel in insurance business are one of the most significant resources, centralization of personnel processes had critical value for ROSNO. Growth of number of employees and geographically distributed structure of the company required the uniform HRM system satisfying to business requirements of SK "ROSNO". Functionality of the "old" HRM solution of the company did not allow to cope with current demands and tasks, the labor input of conducting procedures of personnel records and payroll was rather high, additional difficulties created the failures from time to time arising in system operation.
"Business of scale, similar to ours, with complex geographically distributed structure, requires special attention to efficiency of personnel processes. Uniform all-corporate standards of personnel management, up-to-date data about structure of the company, the correct and timely reporting – all this, so far as concerns tens of thousands of employees are necessary, it is possible to provide only within a uniform corporate HRM system", - Vladimir Matveychuk, the HR director, SK "ROSNO" says. The fact that the company needs a new personnel management system with a high performance and wide functionality, – was obvious. The question consisted in what HRM solution to select.
Choice of the software product
Selection process of the information solution for personnel management and the partner in project implementation of implementation was rather long and not simple. Two tenders as results of the first did not satisfy to requirements of SK "ROSNO" were held. Among the key criteria shown to the HRM system the following was designated: optimal high-speed performance, high performance, a possibility of remote work for the staff of regional offices, the centralized installation of a personnel management system. "The choice in the market rather big, however owing to specifics of the Russian personnel records, we first of all were forced to eliminate rather large information systems of the western sample, such as SAP HR, for example. As understood that compliance to requirements of the Russian legislation requires rather large number of completions of this sort of systems that automatically meant increase in terms and project cost", - Sergey Kovalyov tells.
As for the choice of the partner in implementation, according to Vladimir Matveychuk, the HR director, SK "ROSNO", first of all were estimated degree of reliability and reputation in the market, the previous experience of implementation of similar projects, a ratio of cost and quality of the provided services, ability to maintain the specified implementation time. "Terms were very compressed, a little more than six months, including preproject inspection, including development of a target business process model, including implementation and start of a HRM system – all within these six months were selected for all project. It was such key point of our project", - Sergey Kovalyov, the Director of the department of development of information systems, SK "ROSNO" notes.
According to the results of the second tender which took place in 2009 the decision on implementation of a centralized system of personnel records and payroll based on the domestic HRM solution BOSS-PERSONNEL OFFICER based on the Microsoft SQL Server was made. The BSC company became the partner in implementation.
Main objectives of the project
"Centralized operation by the personnel, including all branches of our company, with a possibility of the centralized administration of this system was the main objective for us — Sergey Kovalyov tells. — Actually personnel management – difficult business process. In our case it, before implementation the BOSS-personnel officer, had the decentralized structure – it means that to manage this process, without having standard templates, it was rather heavy".
Thus, within the project it was required to implement several modules of a HRM system - Time keeping, Personnel records, Staff list, "Payroll" - with a uniform point of installation in the center (head Moscow office SK "ROSNO"). Plus – to provide remote access for the users of a system working in regional branches of the company. During the project it was necessary to solve such problems as:

On project implementation of implementation of the HRM solution BOSS-PERSONNEL OFFICER a little more half a year was given. Limits of the project included the SK "ROSNO" regional network (about hundred branches in different regions of the Russian Federation) and head office of the company in Moscow.
System implementation
In September, 2009 specialists of BSC company started project implementation of implementation of an accounting and personnel circuit the BOSS-personnel officer. "The project traditionally - began with preproject inspection, further - development of technical specifications. Somewhere towards the end of 2009 the model directly for our company, at the beginning of 2010 we, jointly with specialists of BSC was already ready, started reconciliation of base and data transfer from our "old" system in the BOSS-personnel officer. This part of the project was, perhaps, the most labor-consuming and difficult from the organizational point of view", - Sergey Kovalyov remembers. Nevertheless, calendar terms of the project were observed.
Less than for half a year in a new system data on thousands of employees on all divisions of SK "ROSNO" were consolidated; the uniform centralized DB at head office of the company is created; data exchange between the BOSS-PERSONNEL OFFICER system and a financial system of the company is organized; access to the system of employees of department of work and the salary and also a security service is provided (all – about forty jobs); creation of agreements GPH is automated; the possibility of remote data entry for regional users whose direct processing is performed already by the staff of the central HR department at head office is implemented. In March, 2010 the BOSS-PERSONNEL OFFICER HRM system was brought into commercial operation.

The received results
Creation of the centralized information system of personnel records and payroll – became the main project deliverable. Such approach is the most effective and provides transparency of management of personnel processes. "Implementation of the HRM solution BOSS-PERSONNEL OFFICER allowed us to remove, first of all, errors because of the previous information system, to increase transparency of the personnel management process, to reduce unnecessary costs of the company, to increase efficiency of control, - Vladimir Matveychuk, the HR director, SK "ROSNO" notes. - Now we are completely sure of the relevance and accuracy of the information concerning personnel processes of SK "ROSNO".
