Was born on September 13, 1958 in Kondrovo of the Kaluga region, Russia.

Education

1980 - graduated from the Moscow state historical and archive institute.

1984 - 1988 - the manager of archives department of the Kaluga regional executive committee.

1988 - 1989 - the senior teacher of the Kaluga state teacher training college of K.E. Tsiolkovsky.

1989 - 1991 - the reviewer, the senior assistant of the general department of the Central Committee of the CPSU.

1991 - 1997 - the consultant, the head of department, the head of department, the member of board of the Public archive service of Russia.

1997 - 2001 - the consultant, the head of department, the adviser of Administration of the President of the Russian Federation.

Job responsibilities

Will organize work on:

• to implementation of powers of the owner of federal property concerning the federal property necessary for ensuring execution of functions of Federal Archival Agency (further - the Agency) in the set field of activity, including the property transferred to the federal state institutions subordinated to the Agency;

• implementations of function of the main manager and the receiver of the means of the federal budget provided on the maintenance of the Agency and implementation of the functions assigned to the Agency;

• implementations of function of the state customer of federal target, scientific and technical and innovation programs and projects in the field of activity of the Agency;

• to providing within competence of Federal Archival Agency of protection of the data which are the state secret;

• organizations of professional training of employees of the Agency, their retraining, advanced training and training;

• to implementation of other functions on management of state property and rendering public services in the set field of activity if such functions are provided by federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

• to ensuring compliance by federal public servants with Federal Archival Agency of restrictions and bans, requirements about prevention or settlement of conflicting interests, executions of the duties established No. 273-FZ, Federal by the law from December 25, 2008, "About anti-corruption" and other federal laws by them.

Scientific activity

The author and the originator more than 120 scientific works on problems of national history of the XX century, a historiography and archive science^[6].

Among them:

• collections of documents "Power and art intellectuals. Documents of the Central Committee of RCP(b) - the All-Union Communist Party (bolsheviks) - Cheka - OGPU - NKVD - MGB USSR about cultural policy. 1917-1953".

• "Let's clean Russia for a long time... Repressions against dissidents. The end of 1921 - the beginning of 1923. Documents".

• "Rehabilitation: as it was. Documents of Presidium of the Central Committee of the CPSU and other materials"^[7].

Since 2001 performs management of the current marketing board of the federal target program "Culture of Russia" regarding the actions concerning archiving.

Is one of developers "Principles of the legislation of the Russian Federation on Archive fund of the Russian Federation and archives" (are accepted by the Supreme Council of RSFSR in 1993) and the Federal law of October 22, 2004 No. 125-FZ "About archiving in the Russian Federation". With its direct participation "Rules of the organization of storage, completing, accounting and use of documents of Archive fund of the Russian Federation and other archive documents in the state and municipal archives, the museums, libraries and the RAS organizations" are developed.
