Education

Victor Shevchenko in 1988 graduated from the Krasnoyarsk state medical institute.

Biography

Victor Shevchenko is an honored doctor of Russia, the lieutenant colonel of health service in a stock, professor. 13 years worked as the chief of head department of health care of administration of Krasnoyarsk, and then the doctor-statistician in the Federal research center "Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences".

1997-2010

Till 1997 Shevchenko held a post of the first deputy chief executive of the compulsory health insurance Krasnoyarsk edge fund, and in 1997-2010 headed head department of health care of administration of Krasnoyarsk.

2010-2014

In 2010-2014 Victor Shevchenko held a post of the first deputy head of Krasnoyarsk.

2014-2016

In 2014-2016 held a post of the deputy governor of the Novosibirsk region. In 2016 returned to Krasnoyarsk Krai to a position of the adviser to the governor.

2020

Appointment as the Minister of Health of Khakassia

At the beginning of September, 2020 Victor Shevchenko was appointed the Minister of Health of Khakassia. Vladimir Kostyush who held this position since 2017 was dismissed, and payment delays to physicians for work with the patients infected with a coronavirus COVID-19 became the reason of resignation.

On September 1, 2020 the Governor of Khakassia Valentin Konovalov held working meeting with Shevchenko and noted the importance of development of primary link of health care.

Today development of primary link of health care is extremely important. Attention and at the federal level is paid to it. I consider that here the republic should work for advancing. At the same time, in general, a system should become more sympathetic to patients that any address did not remain unaddressed. Also other questions require the system solution of a problem of staff shortage, uninterrupted providing with preferential drugs — the head of the region said.[1]

Resignation from a position of the Minister of Health of Khakassia

On November 23, 2020 the Minister of Health of Khakassia Victor Shevchenko resigned. His application was signed at own will by the head of the republic Valentin Konovalov.

Victor Shevchenko made the decision on dismissal after criticism of the republican Ministry of Health from the Plenipotentiary Representative of the President of the Russian Federation in the Siberian Federal District Sergey Menyaylo which became further a subject of detailed discussion with the Governor of Khakassia, says the government of Khakassia.

Earlier in November, 2020 Menyaylo reported about problems in work of the Ministry of Health of the Republic of Khakassia. He noted that department does not cope with the tasks assigned to it.

The Minister of Health of Khakassia Victor Shevchenko was dismissed after criticism of the Plenipotentiary Representative

Everything that is made for these days - it is organizational work which heads of executive authorities, i.e. the Ministry of Health had to execute — the Russian President's Plenipotentiary in the Siberian federal district said on November 18.

He also announced stabilization of a situation with spread of a coronavirus in Khakassia. According to him, it was succeeded to reach it through the federal center: Russian Ministry of Health, Rospotrebnadzor, Ministry of Emergency Situations, Minpromtorg, etc.

Khakassia is included into the list of regions with a difficult epidemic situation on a coronavirus, filling of bed fund for sick COVID-19 reaches 95%. It along with other factors was the cause for Sergey Menyaylo's visit to the republic. As of November 23 in the republic with the population 534.2 thousand people are revealed 10.7 thousand diseased of COVID-19 (176 for the last day), 103 persons died.

The deputy minister Alexander Strelenko is appointed the acting as the head of the Ministry of Health of Khakassia. About the possible candidate for a post which Shevchenko took incomplete three months, it is not reported. According to local media, to the position which became vacant advance the chief physician of republican infectious diseases hospital Natalya Kogan.^[2]
