Updating of the territorial scheme of the address with waste

According to the results of public discussions the territorial scheme of the address with waste of the Pskov region is updated. On December 24, 2020 the Etton company reported about it.

The Committee on natural resources and ecology of the Pskov region acted as the customer of works, the Etton group became the contractor.

The updated territorial scheme of the address with waste is designed to regulate all infrastructure and logistic issues of reform in the area: as well as where there will be collecting, sorting, processing and utilization of solid utility waste.

When updating the scheme the contractor having experience of creation of territorial schemes in other regions applied the best practices. For a start developers together with ecologists analyzed a current status of the industry in the region and the organization of the address with waste. Further works on updating began.

In the scheme up-to-date data are entered in the existing territorial scheme on volumes of accumulation of TKO. Within the updated electronic model optimal routes of transportation of TKO are defined, abnormal schemes of routes are developed for each zone. In the territorial scheme the forecast value of a rate for every year till 2028 is specified now. The updated scheme also contains data on formation of waste, systematized by types of waste according to the federal classification directory of waste and their hazard classes from I to V. Moreover, the scheme of the address with waste corresponds to territorial planning of the Pskov region.

Thus, during updating the regional territorial scheme is brought into accord with the order of the Government of the Russian Federation.

The updated territorial scheme will allow the region to receive federal funds on further implementation of reform and to bring her to other qualitative level.

The plan of updating of the scheme of the address with waste

On September 4, 2020 the Etton company reported that it by request of Committee on natural resources and ecology of the Pskov region updates the territorial scheme of the address with waste.

It is going to perform works within 1.5 months.

The priority to bring the regional territorial scheme into accord with the order of the Government of the Russian Federation. Data on how now in the area are arranged accumulation, collecting, transportation, processing, utilization and neutralization of waste will be for this purpose collected. Further it is necessary to update the existing territorial scheme on volumes of accumulation of TKO. Within the updated electronic model optimal routes of transportation of TKO will be defined.

Updating of the scheme will allow to define a fair rate for services in the address with TKO for the population and legal entities and to predict its change.
