RTKOMM announced on September 7, 2020 providing access to the high-speed satellite Internet to municipal budgetary institutions of culture – to libraries of Milyutinsky and Volgodonsk districts of the Rostov region.

In the long term it will help staff of the educational institutions located in remote and hardly accessible regions of the subject to organize the leisure space integrated into an electronic educational ecosystem of the country, offering visitors the digital services intended for search and reading books in an electronic format and the accessibility to digital content using the broadband Internet.

Eventually and under the influence of external objective factors the role of rural library in the world seriously changed. In addition to function of preserving for generations of readers of the best samples of world and domestic literature in a paper format, the library is an also cultural and educational space, the place of the organization and holding leisure actions for which preparation the access to various media content impossible without the high-speed Internet is necessary. Where this problem cannot be solved with the help of classical wired networks of communication, RTKOMM will provide satellite channels of data transmission and will organize the necessary quantity of connection points with complete service support of the project.

Contracts with rural libraries are signed for the purpose of implementation of the subprogramme Cultural development of the state program of the Rostov region "Cultural development and tourism".
