2020: Implementation of AIS "Record"

On September 8, 2020, FORCE - the Development Center announced that a national program for the digitalization of road facilities had started in the Republic of Bashkortostan. As a platform, the finished replicated product AIS "Record" was introduced, which was used in the implementation of similar projects in other regions. The experience gained during its implementation was carefully studied at the Ministry of Digital Development of the State Administration of the Republic of Bashkortostan, on its basis it was decided to introduce such a system in its region. Thus, the activities of the Regional Management Center were automated on the basis of this software product.

"AIS" Record "as a ready-made development of FORCE suited us perfectly. The implementation of the system has had a tangible effect. All road sections were inventoried, all defects were taken into account, certification was carried out - now each section of roads has an electronic passport. Finally, they learned the true volume of roads. One of the most important tasks has been solved - the personal responsibility of a specific contractor, ensuring a response to complaints and providing a report on their implementation in real time, - says Dinar Sharafutdinov, Deputy Minister of Digital Development of Public Administration of the Republic of Bashkortostan.

The AIS "Record" system not only increases the quality of work and their effectiveness, reduces costs and ensures the complete digitalization of road facilities - it is important that it contributes to the transparency of the industry, which is especially valuable, - said Vitaly Verbilo, head of development projects at FORCE (FORS GROUP).

The road workers began patching in February 2020, and by April the digitization of the pits was completely completed. In just six months, it was possible to repair the roadway by 95%, 1,500 users already work in the system.

The finished solution was finalized in accordance with the specifics of the region - a large length and complex relief, communication failures. Therefore, additional functionality was created that provides the removal of the application to Google Play, as well as work in the background, so that when a connection appears, messages come in a package. In addition, the signing of documents with an enhanced qualified electronic signature was ensured and a module was created to control work in the housing and communal services sector. The module includes accounting for courtyards and public areas, urban facilities. In addition to accounting, for each object, you can monitor the progress of work using a mobile application. In the future, it is planned to supplement it with control of outdoor lighting lines for the speedy elimination of emergency situations. A yard passport, passports of public areas, parks, squares, playgrounds will be created - in a word, the entire city space of the republic has been digitized. Thanks to this, it will become easier to determine the real volumes of work in real time and protect the budgets for their execution.

It is planned to integrate the Public services service with the system so that complaints and appeals from citizens are recorded in the Record AIS - similar to how it happens in the Dobrodel or Active Citizen systems in the Russian Federation. The capabilities of the system will also help in the implementation of a number of national and regional programs, among them - "Bashkir courtyards," "Safe and high-quality roads," "My Street" and a number of others.
