On September 17, 2020 the Government of Moscow signed with Maxima Telecom the contract for start of free Wi-Fi in public places. Under the terms of the agreement, the company will receive 434.5 million rubles. The agreement is signed for 28 months.

As specifies Kommersant with reference to data of the portal of state procurements, Maxima Telecom signed the service provision contract of the uniform operator of city Wi-Fi in the capital until the end of 2022 with GKU "Mosgortelecom" under control of the department of information technologies (DIT) of Moscow.

Within the new agreement Maxima Telecom should provide up to 35 thousand access points of Wi-fi. According to technical specifications, the operator will collect data on devices and traffic of users. Will transfer the depersonalized data on actions of users to Maxima Telecom networks to the authorities. The Moscow mayor's office said that these data are necessary for social and economic forecasting.

It is difficult to provide as information on authentication of users can gather in anonymous form as these concepts contradict each other, the technical director of Qrator Labs Artem Gavrichenkov says.

According to the expert, the users worrying about safety of the data on devices and the visited sites can use special browsers which these data do not transfer. In general for tracking of routes and traffic flows information collected by the authorities is excessive, Gavrichenkov is sure.

By September, 2020, according to DIT of Moscow, in the city there were 19.8 thousand points of free Wi-Fi. The previous similar contract with Maxima Telecom was signed on January 28, 2019 approximately for 18 months, its cost was 149.5 million rubles.[1]
