DialogNauka executed research on creation of the vertically integrated system of interaction of Federal Compulsory Health Insurance Fund from "State system of detection, prevention and elimination of consequences of computer attacks"

2020: Completion of research on creation of the vertically integrated system of interaction from "State system of detection, prevention and elimination of consequences of computer attacks"

On September 21, 2020 the JSC DialogNauka company, system integrator in information security field, announced completion of research work in the field of compulsory health insurance for needs of Federal Compulsory Health Insurance Fund (further – Federal Compulsory Health Insurance Fund) on development of offers on creation of the vertically integrated system of interaction of Federal Compulsory Health Insurance Fund and TFCMI from State system of detection, prevention and elimination of consequences of computer attacks.

The Federal Compulsory Health Insurance Fund implements state policy in the field of obligatory medical insurance citizens as component of the national social insurance and is independent state non-commercial financially-credit organization.

The question of counteraction to the computer attacks and responses to them for Federal Compulsory Health Insurance Fund is one of significant therefore the decision on implementation of research work in the field of compulsory health insurance "Carrying out researches and development of evidence-based offers on creation of the vertically integrated system (further – Systems) interactions of Federal Compulsory Health Insurance Fund and territorial funds of compulsory health insurance (further – TFCMI) with the state detection system, warnings and mitigation of consequences of the computer attacks on information resources of the Russian Federation (further – State system of detection, prevention and elimination of consequences of computer attacks)" was made.

For achievement of goals of the project by specialists of JSC DialogNauka the following works were performed:

• research of premises of creation of a System;
• carrying out inspection of Federal Compulsory Health Insurance Fund and TFCMI for the purpose of collection of information about the current level of readiness of funds for creation and further operation of a System;
• development of evidence-based offers on an order and forms of interaction of Federal Compulsory Health Insurance Fund and TFCMI during creation and functioning of a System and also in interaction with State system of detection, prevention and elimination of consequences of computer attacks;
• development scientifically and economically reasonable conceptual offers on creation of a System;
• system design;
• development of the road map of implementation of creation of a System;
• carrying out expert approbation of the received scientific results in TFCMI.

Within research the analysis of the regulatory legal acts setting powers and functions of Federal Compulsory Health Insurance Fund on creation of a System and the analysis of experience of creation of similar industry, departmental and corporate systems of management and information security support was performed and also examination of the current level of information security support of Federal Compulsory Health Insurance Fund and TFCMI and level of readiness for operation of the vertically integrated System is conducted. Offers on options of creation of a System with the description of a functional and organization structure of a System were created and the order and forms of participation of Federal Compulsory Health Insurance Fund and TFCMI in creation and functioning of a System which formed the basis of offers on an order of creation and to further ensuring functioning of a System is developed.

On project deliverables specialists of JSC DialogNauka prepared the scientific report on research accomplishment which also contains the concept of creation of a System, technical specifications and the engineering design on creation of a System.

Results of research will form a basis for further formation of the conditions allowing to provide the high level of information security of Federal Compulsory Health Insurance Fund by creation of interaction with State system of detection, prevention and elimination of consequences of computer attacks, – Leonid Fedorovich Lobeyko, the head of department of information security of Federal Compulsory Health Insurance Fund told.
