2021: Start of issue of ID cards instead of national passports in Uzbekistan
On January 4, 2021 in Uzbekistan began to issue ID cards instead of national biometric passports. Start of new documents is provided by the decree of the president.
According to RIA Novosti with reference to the press service of the Ministry of Internal Affairs of Uzbekistan, at first ID cards will be issued first of all to persons which reached 16-year age and also at its loss, the termination of validity period or desire to replace a name, a middle name, a surname or nationality.
Cards for a period of 10 years will be issued and to operate only on the territory of Uzbekistan, specified in the Ministry of Internal Affairs. Replacement of documents will take place till January 1, 2030.
Transition to the system of issue of ID cards is carried out taking into account experience of the developed foreign countries and will allow to accelerate system implementation of digital identification of citizens, as much as possible to automate process of integration of primary data of citizens with information systems of the ministries and departments of the republic, to facilitate and optimize process of providing public services to the population — reported in the Ministry of Internal Affairs of Uzbekistan. |
For obtaining identification ID cards citizens of Uzbekistan will be able to address, at discretion, to any divisions of migration and registration of nationality of law-enforcement bodies, for their replacement – also to the centers of public services.
For a design and obtaining the ID card it is necessary to provide the same documents as for obtaining the civil passport, the residence permit including for the foreign citizen and also the certificate of birth. The application for obtaining the ID card can be submitted both personally, and online.
Execution of the identification ID card is performed within one working day after adoption of certain documents. On the basis of addresses of the aged citizens needing foreign leaving and also persons with disability execution of the identification ID card is performed in 15-day time with departure on places of their residence without collection of the additional fee for the rendered service.[1]
2020: Plan of replacement of passports of ID cards
Since January, 2021 in Uzbekistan is going to begin replacement of passports of ID cards. It became known on September 23, 2020. For this purpose citizens of the country will be able to address to the Centers of public services.
According to the Decree of the president of Uzbekistan, issue of the ID card to the newborn is performed in an optional order at the discretion of his parents, trustees (trustees), after registration of the fact of the birth in bodies of the REGISTRY OFFICE and issue of the certificate of birth.
Exchange for ID cards of biometric passports of citizens of Uzbekistan and certificates of the residence permit of persons without citizenship and foreign citizens will be made in two stages. The first stage includes exchange of the biometric passport in a voluntary order, on achievement of 16-year age and also on other bases, stipulated by the legislation the republics from January 1, 2021 to December 31, 2022. The second stage – exchange of the biopassport without fail, it will be performed from January 1, 2023 to December 31, 2030.
The ID card is the identity document of the owner and citizenship of the Republic of Uzbekistan, and is used in the territory of the country. The biometric passport of the citizen of Uzbekistan of a sample of 2011 since January 1, 2031 will be considered as invalid[2].
