2020: Russian bureau of the Interpol: hackers pass to outsourcing

On September 25, 2020 in the National Central Bureau (NCB) of the Interpol of the Ministry of Internal Affairs of the Russian Federation announced transition of cybercriminals to outsourcing when hackers make cyber attacks as commercial service.

According to him, for coordination of the international efforts in fight against cyber crime in Singapore the International center of the Interpol for innovations works. Prokopchuk called it "the second headquarters" in which center of attention there is a cyber crime.

We conduct active work on identification of cyberswindlers and groupings of hackers together with the Singapore center and also the European center for questions of cyber crime of Europol. In this area of work there are already certain results — he said.

It is not more difficult to order cyber attack now, than pizza in office: it is possible to find hundreds of pages which suggest "put the website" for the small amount in "Yandex". The cost of service depends on power and duration of the attack and also on characteristics of servers where infrastructure of the victim is located.

Application of outsourcing model in the organization of cyber attacks became one of the reasons of growth of their quantity. Earlier in 2020 the Prosecutor General of the Russian Federation Igor Krasnov announced 25-fold growth of number of cybercrimes in the Russian Federation in five years. At the same time the solvability indicator in this sphere remains low, at the level of 25%, he noted.[1]
