2020: The tender for upgrade of road cameras for fixing of violations of a quarantine

The Center of the Organization of Traffic (COT) of the Government of Moscow posted the tender for the choice of the company which will perform "upgrade of mobile complexes of photovideo fixing of violations of traffic regulations" on the website of state procurements.

As reported in technical specifications, it is about change of 59 mobile minibuses based on Ford Transit and the Gazelle of Next on which roof surveillance cameras are mounted. The authorities intend to add fixation of 50 additional offenses, including violation of the mode of self-isolation in the quarantine mode (Article 6.3 of the Code of the Russian Federation on Administrative Offences) to their functionality.

This article was entered in April, 2020 and provides penalties concerning caught a coronavirus or contacting to patients. For citizens the maximum amount of a penalty under this article makes 300 thousand rubles, for the organizations — 1 million rubles.

As explained in TsODD, "stationary complexes and mobile should work in the synchronous mode therefore there is planned software customization". According to the source, upgrade of mobile cameras is entered in case it will be required to control movement on the city of citizens to which self-isolation^[1] is ordered^[2].
