2020: Start of an AI system for identification of violations of the rights of orphans in nursing homes
On October 26, 2020 it became known of start in Russia of an AI system under the name "Quality of the Childhood" which reveals violations of the rights of orphans in nursing homes.
This technology as the children's ombudsman Anna Kuznetsova explained, helps to collect and analyze quickly separate statistical data of the ministries and departments and also helps to keep track of dynamics of processes in this sphere and to do the forecast both on regional, and on federal levels.
Automated information system using artificial intelligence technologies considers a set of criteria and about 500 indicators of implementation of the rights of minors which are separated in 11 directions include. Among them — the rights to health protection, education, social security, access to security, information security and others. Statistical data and survey results of the parents and children who are carried out with the participation of the device of the Comissioner for the President of the Russian Federation by the child's rights are used.
Availability and quality of preschool and school education are already analyzed. Now monitoring of children's houses nursing homes is carried out, violations of the rights of orphan children are studied in detail — Kuznetsova in the column published on the website of TASS told. It added that also other directions will be analyzed. |
According to Paragraph 3 of Article 155.1 of the Family code of the Russian Federation control of conditions of keeping, education and education of the children who are in the organizations for orphan children is assigned to tutorship and guardianship authorities.
About executive authorities of the subjects of the Russian Federation according to the set competence it is necessary to organize a control system for respect for the rights of children which are cultivated in the organizations for orphan children, with participation of all interested state and municipal bodies and the organizations, including tutorship and guardianship authorities, the commissions on affairs of minors and protection of their rights, bodies and the organizations of education systems, health care, social protection of the population, law-enforcement bodies, prosecutor's offices, investigating bodies of the Investigative Committee of the Russian Federation and others.[1]
