2019: Creation of the unified information system of accounting and tax accounting

In May, 2019 the Experimental Engineering Plant of RSC Energia (ZEM) in cooperation with Desnol Soft IT company completely rebuilt accounting processes and passed to work to the integrated information system. Full automation of conducting accounting and tax accounting, preparation of the regulated accounting and tax statements, the reporting for the Ministry of Defence – according to requirements of law 275-FZ (accounting on state defense order) became feature of the solution.

Prerequisites

Till 2017 accounting and tax accounting at the enterprise was kept separately in self-written programs. Fragmentary automation required input and comparison of a large number of data manually using the tables MS Excel. Preparation and submission of reports was long and labor-consuming.

Since 2015 productive activity of ZEM is regulated by the federal law on state defense order that in addition complicates accounting processes and preparation of the reporting.

By 2017 in ZEM need to update the organization of accounting processes, to achieve integrity, efficiency and functionality of accounting ripened. Also it was necessary to synchronize accounting activity of the child and head companies, having pulled together accounting methodology with methodology which since 2013 is applied in PJSC RSC Energia. As the methodologist, the developer and integrator of the single accounting system for ZEM the Desnol Soft company acted.

Project Objectives

• 1. Create an information system of accounting and tax accounting which will allow:
  • to reduce labor input and to increase transparency of conducting separate accounting on state defense order according to standards of the Federal law of 12/29/2012 No. 275-FZ "About the state defense order";
  • to reduce labor input of preparation of the regulated accounting and tax statements when conducting separate accounting on state defense order;
  • to reduce labor input of preparation of the reporting under standards 275-FZ and the specialized reporting for Roskosmos.

• 2. Adapt the current methodology of conducting production and operational accounting according to requirements to automation of accounting and tax accounting.
• 3. Integrate the implemented system with 6 external information systems:
  • work accounting;
  • payroll accounting;
  • controls of 1C: Motor Vehicle Management motor transport;
  • maintaining inventory control of 1C: ERP Enterprise Management 2.0;
  • accounting of workshop of the normalized parts and production of a technical class;
  • planning and budgeting of an ACS Budget of parent company.

Project Progress

It was decided to save and finish existing software based on 1C: Accounting CORP 3.0. Within a year the Desnol Soft command inspected business processes of ZEM, constructed accounting model, adapted an IT landscape of the enterprise and a configuration of an information system of accounting and tax accounting of the head company for achievement of goals of the project.

Features of automation of accounting on GOZ and an implementation methodology

In the solution for ZEM the end-to-end isolated analytics of accounting which more enlarged analytics — GOZ/Public contracts is used.

By end-to-end analytics of accounting are automated:

• accounting of the inventory items (II) and finished goods;
• fixed asset accounting (OS) and intangible assets (intangible assets), money and revenue, income and expenses;
• calculation of the VAT: distribution, redistribution, calculation of income tax and accounting of other taxes.

Initial data are transferred to the updated system from "historical", differentiations of access rights are configured. At the time of input of a system in commercial operation in January, 2019 in RSC Energia 205 jobs are totally automated, 358 reports are configured. On average 700 documents are daily entered into a system.

Project Results

Duration of trial operation (the period of preparation, check and submission of reports in 1 quarter) was 5 months. Based on closing of the first quarter the regulated accounting and tax statements were prepared; the regulated report in Ministry of Defence "Performance report of contracts of the State defense order"; specialized reports on standards of Roskosmos. Then a system was in commercial operation.

The common information space for conducting accounting and tax accounting integrated is created

• with a master system;
• with the system of inventory, operational accounting — 1C:ERP Enterprise management 2;
• c information system of accounting of work and salary;
• c information system of motor transportation workshop 1C: Motor Vehicle Management.

Are from scratch automated and completely meet requirements of state defense order:

• production accounting;
• accounting of precious metals and stones.

The transparency is increased:

• Accounting – for 15%
• Detailings of the regulated tax statements on a tax profit and answers/explanations on requirements from tax authorities – for 15%
• Detailings of the regulated tax statements on the VAT and answers/explanations on requirements from tax authorities – for 20%
• Detailings of the regulated accounting records – for 10%
• Detailings of the regulated reporting for the Ministry of Defence – for 15%
• Detailings of procedural close operations of cost accounts – for 10%

"As a result of automation of accounting and tax accounting it was succeeded to reach redistribution of labor time of staff of department of accounting and methodology: a part of time it is redirected on the analytical procedure of check, reconciliation of the reporting that directly increased quality of the provided data.
