2020: End of the main stage on implementation of the end-to-end information system "Automated Workplace Department"

RT Labs, subsidiary company of Rostelecom and the prime vendor of services in operation and development of infrastructure of the electronic government, completed the main stage of the project on implementation of the end-to-end information system "Automated Workplace Department" in the Rostov region. Rostelecom reported about it on October 29, 2020.

The platform allows to render regional electronic services via the Uniform portal of state services and to automate departmental business processes. On the basis of this solution it was succeeded to increase significantly quality and convenience of receiving public services — citizens do not spend time for waiting in queues and filling of paper statements, receive the automated notifications and also have access to up-to-date information about services and events.

Besides, availability of services increases thanks to mobile application using which interaction happens to departments in a convenient format. Through the application citizens can submit the application for interactive acceptance to the governor of the Rostov region, register in department, check the exposed charges, learn important news, receive the individual recommendation of available services, send the request and know the result of providing this or that service.

Thanks to automation of activity of regional authorities time of the solution of standard tasks is considerably reduced. The staff of departments receives the structured reports on the entering and outgoing requests, services in electronic form and other statistical data in a convenient graphic format. A system processes information on requests, defines the most popular services and extent of loading of departments. It considerably simplifies process of acceptance of management decisions and leaves more time for direct rendering services to citizens. The solution also allows to create quickly notifications, to send and with guarantee to deliver information to users.

Functional system modules Automated workplace Department automated work of separate state departments of the Rostov region. So, using a system committee on youth policy creation of a common information space, support of initiatives and projects, work with difficult teenagers, interaction with public organizations and movements and also control of budgetary funds for program implementation can create reports on the priority directions of the state youth policy, for example.

Using the special module for the Ministry of Health of the Rostov region users can trace remotely information on consideration of license case. Submission of the address, verification of data and also departmental processes are completely automated.

The service developed for Ministry of Natural Resources and Ecology of the Rostov region considerably simplified and automated a procedure for providing data and accounting in the field of water use. Using a system users can provide different reports on water use through Gosuslugi, including minutes of laboratory researches of water quality, and department — to automatically make registers and to create statistics on a single platform.

Really to reduce time expenditure by providing public service or function, it is not enough to bring a portal form to EPGU. The complex approach including automation of departmental processes is necessary. Such solutions will allow to bring the region to other level of digital transformation — the minister of information technologies and communication of the Rostov region Herman Lopatkin told.

Implementation of public administration is possible when using complex approach using end-to-end technologies. RT Labs positively estimate experience with the Rostov region on implementation of the information systems directed to quality improvement of interaction with citizens, increase in a share of socially important services in electronic form and decrease in time expenditure of employees at accomplishment of routine tasks — the director of regional projects RT Labs Alexander Belimov noted.
