On November 2, 2020 the STEP LOGIC company announced project completion on construction of infrastructure of the building of the Sixth court of cassation of general jurisdiction in Samara. Organization is the largest among courts of cassation of the Russian Federation. Under its jurisdiction nine subjects of Volga federal district with the population about 22 million people get.
The total area of the building which is located at Krymskaya Square, 1 in Zheleznodorozhny district of Samara is 32 thousand sq.m. In organization 113 judges, the total number of staff of court – 500 people will work. The general contractor of the project – the JSC Volgatransstroy-9 enterprise having wide experience on construction industrial, civil, transport infrastructure facilities. The STEP LOGIC system integrator which executed a full range of works became subcontractor on the low-current systems: from design and supply of equipment before its installation and a commissioning.
Infrastructure of the building is designed according to regulations on the providing access of disabled people (PADP). For convenience of hearing-impaired STEP LOGIC set induction loops in court. Bathrooms and safety zones in lift halls are equipped with the communication system with a protection post for handicapped groups of the population.
For distribution of flows and structuring record of visitors of court e-queue systems and schedules of court sessions which consist of 4 floor touchscreen kiosks, 6 electronic boards on entrance group and 42 LCD panels placed on floors where there take place listenings are used. With their help visitors of organization can study rules of conduct in court, samples of statements of claim and other data.
Installation of a system of an audio-and video conferencing as about 80% of affairs in courts of cassation are considered remotely became an important part of the project. In addition to 38 halls for court sessions it covers a conference room, the hall and the room of presidium, the press center, the hall of board and offices of the chairman and vice-chairmen of court. For participation in legal procedure of all concerned parties, including citizens of other countries, the system of synchronous translation of performances from two languages was unrolled. Implementation of a complex audio-and videos "Nestor allowed to increase transparency of legal procedure. JUSTICE" which keeps the minutes in the automatic mode.
Electronic interaction with the law-enforcement organizations, federal and regional executive authorities in organization is implemented using the communication system constructed on the basis of decisions of the Ministry of Telecom and Mass Communications of the Russian Federation. For the organization of operation of Justice state automated system according to federal law No. 262-FZ "About ensuring access to information on activity of the courts in the Russian Federation" specialists of STEP LOGIC equipped the main and reserve server rooms in the building.
On an object the reliable and protected IT infrastructure including a storage system and backup, the virtualization platform and infrastructure information services is implemented. The information security system is developed taking into account requirements to the unified solutions for application in courts. The multilevel echelon protection including means of firewalling at the different levels of network, the cryptogateways, solutions ensuring safety of the environment of virtualization and protection against unauthorized access, an antivirus, a vulnerability scanner, a monitoring system, the analysis and correlation of events of cybersecurity is implemented. During creation of a structured cabling system on 7.5 thousand ports more than 1 million meters of a cable were used. It is constructed by a LAN, separated into 6 circuits, segmentation and control of information flows between which it is exercised using the integrated means of network security. For visitors of court the public Wi-Fi-network is started.
Special attention was paid to safety of employees and visitors of organization. For the round-the-clock control of inputs, an underground parking, common areas and mass accumulation of people more than 400 video cameras are installed. Control and management systems for access, suppression of radio signals on an input to the building, security and disturbing signallings are implemented. In addition to the fire warning consisting of 5300 annunciators, and the warning system and management of evacuation at emergencies in court automatic installations of fire extinguishing and an internal fire-prevention water supply system are set. On a case of crisis situations autonomous wire telephony with operational staff of the Ministry of Emergency Situations is provided.
The building is equipped the systems of the uninterrupted and guaranteed power supply. At accident or shutdown of the general power supply they provide with the electric power of fire protection system, communication, automatic equipment, scheduling and the low-current systems.
The status of engineering constructions of the 24-storey building is controlled by the monitoring system consisting of 13 tiltmeters and 10 digital three-component accelerometers. At a non-staff situation it transfers abnormal messages to the panel of the service on duty and dispatching (SDD) where the current information on work of the engineering systems also arrives. Except collection of data on an object status in real time, the DDS system allows managers to regulate far off an operation mode of the equipment and warns about possibility of emergency situations. In organization the automated system of operating dispatching control and control of the engineering equipment and systems (ASODU) integrating all low-current and engineering systems of the building in a uniform complex and ensuring their effective functioning is created. ASODU performs collecting of telemetric information on a status, parameters and operation modes of the equipment more than 30 systems, including heating, ventilation, conditioning, water supply, smoke removal, power supply, a complex of fire safety systems.
At construction we faced a number of difficulties, of which deadlines were main. The main works on an object were conducted 14 months that is almost twice less than the standard period for such large-scale projects. In the courthouse there were no conditions for placement of difficult infrastructure as it was constructed more than 10 years ago and intended under other purposes. Despite difficulties we managed to carry out a task – to create digital court of the 21st century, safe and available to all categories of the population. In many respects it became possible due to use of technology of BIM modeling at a design stage of the engineering systems and server premises. the 3D model allowed to approve among themselves the numerous systems taking into account a non-standard configuration of the building, to quickly make changes to documentation and to visually estimate arrangement solutions, including using VR, – Mikhail Pilipenko, the director of business development of STEP LOGIC speaks |
