The tender documentation contains products that the Department of Economic Policy and Development uses in the process of tariff regulation. Among them are MosEDO - for legally significant electronic document management, Grand Estimate - for calculating and checking estimates, Microsoft Excel - for performing calculations and preparing reports and a number of other products. On the basis of individual files of Excel spreadsheets, an examination is also carried out, according to the tender documentation.

From there it follows that the tariff activity of the department uses a lot of paper: "a significant part of the legally significant document flow is carried out using paper media."

The new system is needed to standardize the processes of tariff regulation and tariff and balance sheet settlements, reduce the labor intensity and timing of the examination and preparation of reports by department employees, increase the quality and transparency of tariff regulation, follows from the technical assignment.

At the initial stage, the functionality of the Tariff IAS should cover state regulation of tariffs in the areas of cold water supply and sanitation. This includes, among other things, setting and adjusting tariffs for drinking water.

In addition to tariffs, the system will also cover the processes of forming registries, balance sheets of organizations in the fields of cold water supply and drainage, approval of production and investment programs in the fields of cold water supply and drainage, etc.

And in the future, it is planned to expand the functionality of IAS "Tariff" to the areas of state regulation of tariffs in the areas of electricity, heat supply, hot water supply, gas supply, solid municipal waste management and transport, follows from the terms of reference.

The technical requirements for the system also indicate that it should function correctly on the basis of operating systems, Astra Linux, and Ubuntu Red Hat Enterprise Linux compatible with the latter. On December 1, 2020, Krok was selected as the supplier for this project. The company was the only one who applied for participation in the tender, and offered to perform work for 359.87 million rubles.
