On November 5, 2020 it became known that the Ministry of Transport of the Russian Federation begins to create a federal state information system of navigation on highways (a FSIS OVER). The ministry signed the contract for carrying out research works which results will form the basis of new development with subordinated Federal State Unitary Enterprise ProtectionInfoTrans.
Follows from documents that system development will take five years - from 2021 to 2027. It will allow to exclude, in particular, duplication of data and to verify registers of objects of transport infrastructure.
As reported Kommersant in Ministry of Transport, system development is directed to decrease in cost value of transport services due to improvement of logistics of transportation of goods and passengers. One more purpose in department called decline in mortality at accidents at the expense of the analysis of traffic safety on specific sections of highways.
The ministry intends to integrate road IT services subordinated to it in a uniform circuit, to integrate them with constantly renewed maps of highways and to monitor movement of transport using GLONASS. It is supposed that free access to a system will be got by the companies developing navigation charts and services. Will provide them "single platform solution", reported a source in the ministry.
According to experts, the FSIS OVER should help market development of navigation services and reduce its dependence on "Yandex" and Google. To propose own navigation solution, the IT companies should invest much in obtaining qualitative cartographic information and operational data on traffic so the simplified access to them through a FSIS OVER stimulates creation of the new software solutions which are not depending on business companies, the chief executive of Artezio Pavel Adylin told.[1]
