Residents of Tula region will be able to receive results of tests for COVID-19 via the Gosuslugi portal. It became known on December 21, 2020.

Thanks to integration of RISZ of Tula region and FBUN "central research institute of epidemiology the" of Federal service for supervision of consumer rights protection and human welfare which is carried out by forces Smart Delta Sistems, data quickly will directly come from laboratories to personal accounts of citizens on EPGU.

Integration became possible thanks to the fact that still earlier in Tula region forces Smart Delta Sistems and her partners created the Regional information system of health care, systematic work on which is conducted since 2013. Existence of such system allowed to solve an important problem with the highest speed – for December, 2020 in Tula region thousands of tests for COVID-19 are daily carried out. It is unconditional, important that citizens could receive them as soon as possible.

Tula region – also thanks to existence of RISZ – became one of the first Russian regions where the similar pilot project was implemented. For December 21, 2020 99% of State Healthcare Institutions of Tula region use medical information systems for the organization and assistance to citizens. Earlier results of tests for COVID-19 became available to citizens in Tula region in a personal account on the regional DOCTOR71.RU portal

For us it is very significant that Tula region and Rospotrebnadzor entrusted us this relevant task in so responsible time. Understanding its importance, we did everything possible to perform integration into deadlines. Increase in system effectiveness of health care

The company "Smart Delta Sistems" provided intermediate results of implementation in Tula region the federal health care UNIFORM STATE HEALTH INFORMATION SYSTEM project "Creation of a Uniform Digital Circuit in on the basis of a Single State Information System in the field of Health Care ()". It became known on November 25, 2020.

Project objective – to increase system effectiveness of health care in the region.

99% of State Healthcare Institutions of Tula region use medical information systems for the organization and assistance to citizens. It managed to be reached thanks to creation of the Regional information system of health care which became the main for the Uniform digital circuit in health care in Tula region.

The regional information system of health care of Tula region was created in 2013 based on three products: the Infoklinika platform developed Smart Delta Sistems, the PACS Netraad RICE, developments of CGM, and Redbaza Dannykh DBMS, development Red Soft. In 2014-2018 active development of a system was carried out, and creation of a digital circuit in health care within the project started in 2019, at the same time results of the previous work formed base.

The majority of project requirements of Creation of a uniform digital circuit in health care to medical information systems of the medical organizations and to the state information system of Tula region by the end of 2018 were already solved – it was reached due to a lot of work on creation and development of the Regional information system of health care of Tula region (RISZ TO).

So, in 2013 due to creation of RISZ TO the following tasks were implemented:

  • creation of electronic registry: the electronic schedule in organizations, the regional portal of making an appointment;
  • maintaining the electronic medical records integrated within the region, including laboratory and diagnostic testings;
  • the accessibility to medical images from all jobs of RISZ TO;
  • giving of the legal importance to electronic medical documents by their signature using the EDS.

For the period 2014-2018 development of RISZ TO, including development and development of integration with different regional and federal information systems (Uniform State Health Information System, RPF, the REGISTRY OFFICE, TFCMI), development of subsystems of Monitoring of pregnant women (BARS GROUP developer) and Emergency medical service was carried out (the supplier Rostelecom).

Within the project of Creation of ETsK in 2019 the following large tasks are implemented:

  • The subsystem of the organization of delivery of health care to patients with oncological diseases is created;
  • Recipes on preferential medicines are implemented electronic (the signed EDS);
  • Formation and transfer of the directions for medico-social examination in electronic form by means of the Single state information system in the field of health care (Uniform State Health Information System) is implemented.

In 2020 works on the following significant tasks are performed:

  • Implementation of functionality Palliative care.
  • Implementation of information exchange of RISZ TO regarding data exchange of laboratory researches with an information system of the national integration center of monitoring of biological threats.
  • Implementation of a pilot project "Child's Birth Superservice.
  • Implementation of functionality of monitoring of availability of medical care
  • Implementation of transfer to Uniform State Health Information System (REMD service) of the health certificates on the birth, death and perinatal death in electronic form signed with the electronic signature.

The project helped to increase system effectiveness of health care by creation of mechanisms of interaction on the basis of the single state system, digital technologies and platform solutions creating a uniform digital circuit of health care. This work brings several years practical result to medical institutions of Tula region and first of all to patients – at the expense of it the convenience, efficiency, service quality is reached and by that availability of medical care increases, – Stepan Lebedenko, the director of regional development "says the Smart Delta of Systems.

In a project deliverable of 82% of all divisions, branches and FAPOV State Healthcare Institutions of Tula region transfer electronic medical documents to REMD, thereby providing access to citizens to electronic medical documents in a personal account of the patient "My health" on the Uniform portal of public services. As of 11/20/2020 for 2020 in REMD more than 3,000,000 electronic medical documents are registered. At the same time 9751 automated jobs of health workers, including 350 in medical and obstetrical center and FP, are connected to medical information systems of State Healthcare Institutions of Tula region.
