2020: Start of service for interaction with court ushers on state services

On November 30, 2020 Mintsifra announced the Russian Federation start on the portal of state services of new service via which debtors and execution creditors can send to the Federal Bailiff Service (FBS) of the statement, petition, an explanation, branches and complaints on enforcement proceeding electronically.

The service developed Mintsifra together with FSPP includes the main life situations requiring the address to court ushers during enforcement proceeding.

Start of service for interaction with court ushers on the portal of state services

Through it debtors will be able to return excessively withheld money, to inform the court usher on debt repayment, to declare reasonable excuses of impossibility to perform requirements of the executive document. In turn execution creditors will be able to submit the application for temporary restriction for departure of the debtor abroad, to announce the court usher property of the debtor, repeatedly to direct the executive document, to check correctness of money recovery.

Implementation of electronic interaction with service of court ushers will allow to exclude personal visits of debtors and execution creditors to structural divisions of FSSP of Russia, to reduce the volume of paper document flow. In the next plans — start of the platform of powers of legal entities on the portal of state services that will allow the CEO to delegate for the benefit of the company powers to the employee on submission of petitions to the court usher — Mintsifra's deputy head of Russia Dmitry Oguryaev whose words are cited by the press service of department said.

Earlier the Government of the Russian Federation suggested to fix legislatively provisions which will allow the financial ombudsman to send to FSSP executive documents only electronically. As envisioned by the authorities, it will be possible to make it using the strengthened qualified electronic signature.[1][2]
