The Russian IT company "Polymatica" became the winner of the award TAdviser IT Prize 2020 in the BI project of year nomination. Its BI platform consisting of the analytical module and the designer of dashbord became a part of a monitoring system of a Single biometric system which operator is Rostelecom. The operational data obtained thanks to monitoring already allowed to increase success of registration of biometrics to 99% and to reduce registration time to 6 minutes.

The Single Biometric System (SBS) was started in 2018. It is the federal digital platform which allows to identify the person both internally, and remotely that especially relevant in today's conditions. 13,397 departments of 233 banks from the whole country were already connected to it. After a while after start of EBS her Rostelecom operator revealed a number of difficulties: for example, time of registration of biometrics in banks often was quite long.

To increase the level of customer service, to systematize data and further to make important management decisions on their basis, it was decided to create a monitoring system. The following requirements were imposed to software which will ensure its functioning: the high level of data protection, daily operational processing up to 1,500,000 entering transactions connected with connection and provision of services and also visualization of the received results in the form of dashbord.

For data analysis, collected by specialists Rostelecom, the Polymatica Analytics platform developed by Polymatica IT company was selected. It differs in the high processing speed of data arrays from one hundred millions and to several billion lines and also the simple interface with which users can work with any level of IT skills. The platform reports analysis results in the form of analytical cuts and pivot tables. In order that Rostelecom it was more convenient to management to use them for acceptance of the management decisions concerning EBS in a monitoring system implemented the designer of interactive reports of Polymatica Dashboards. The module allows to create quickly a dashboard with the necessary extent of detailing, and if necessary – to make drill down in initial data in more detail to study a specific case.

Analysis results are available not only to the employees Rostelecom, but also to the regulator and other participants connected to EBS and also the regulator. The BI platform of Polymatica allows to distribute access rights to information: banks can study reports, relevant for them, in a personal account and in the same place create own dashbord.

Thanks to system implementation of monitoring it was succeeded to reduce significantly quantity of errors at registration, to reduce its time. Besides, the monitoring system allowed to reduce many times crisis time, and sometimes and to prevent emergence of incidents.

Task

The Single Biometric System (SBS) is a federal digital platform which allows to identify the person on his biometric characteristics. It is applied as to remote that is very relevant in the current situation, and internal recognition of the person. A system is designed to increase security of transactions and to make them more convenient.

After start of a Single biometric system in a client way problems were detected: duration of registration of biometrics in banks reached 40-50 minutes that is unacceptable for customer service.

The strategic objective was set: reduce registration time in bank to 7 minutes, and to increase success of registration to 97%. To deal with this problem, to systematize the existing data, and further to make the decisions concerning development of a Single biometric system on the basis of data, it was decided to create a monitoring system.

Requirements

Information security

It is necessary to receive and process data from three federal systems with different SLA and different methods of data acquisition and also from the systems of banks. At the same time systems are in the closed circuits with high classes of protection and transfer data on channels with classes of protection of KC3.

Work with Big Data

Operational processing up to 1,500,000 entering transactions a day connected with connection and provision of services, and visualization of the received units in a set of dashbord with a possibility of obtaining the detailed information (drill down) on each case was required.

Designer of dashboards

For creation of a new dashbord the designer allowing to make a dashboard quickly and without programming should be used. The dashbord can be added both for all banks, and for one specific bank in its personal account.

Solution

The monitoring system of a Single biometric system allows to estimate efficiency of its work, to find and remove the causes of the arising errors. Given which are collected by a monitoring system allow to answer a number of strategically significant questions: as there is a registration of new users how many people already handed over biometrics what weak points are in the operating system and to make strategic decisions on necessary changes on the basis of the data provided from a system.

For ensuring collecting, processing and storage of initial data and measure calculation of metrics it is used following software:

  • Hadoop (Yarn — as the instrument of accomplishment of programs; HDFS — as the file system for data storage);
  • Hive — as the instrument of implementation of SQL queries;
  • Spark — as a framework of stream data processing;
  • Logstash — as the prefilter and the router of a streaming thread;
  • Filebeat — as the agent-collector of data.

When implementing the analytical platform:

  • Polymatica Analytics is the analytical platform for work with large volumes of data;
  • Polymatica Dashboards — the designer of dashboards;
  • Pentaho — for ETL;
  • the container Docker — for installation in the closed circuit.

Results

The success of registration is increased to 99%. A system is already applied to banks, and in plans any services where identification of the identity of the person, including public services is required. For such crucial applications it is required to provide quality and stability of providing service – its use by all participants of process depends on it. And already on start of work of this ecosystem it was succeeded to show the highest quality of service. And use of a stack of the best products in the market intended for solving of tasks of this sort allowed to make it quickly and rather small resources.

Project deliverable in digits:

  • 232 banks and 13,397 departments are connected to monitoring. Information on registration of citizens in EBS comes to a monitoring system from the whole country.
  • Time of registration decreased up to 6 minutes (the plan of 7 minutes).
  • The success of registration was increased to 98-99% (the plan of 97%).

Internal users — customers from a Single biometric system — obtain data in the mode close to real time and can react quickly to unusual situations, for example, emergence of several tens errors at delivery of biometrics of a voice. External users — banks — have access to an identical set of templates of dashbord through a personal account of the organization, but for everyone only relevant data from the prepared show-window as distribution of access rights is configured are loaded. It is possible to create the new dashbord in several minutes using the convenient designer.
