Service of remote medical consultation of citizens of the Moscow region

In the Moscow region service of remote consultation of citizens by doctors of the public medical institutions was created. The homepage of service is located at the address telemed.mosreg.ru. He offers consultations with doctors of clinic and also special consultation of patients with COVID-19 which underwent treatment in a hospital earlier.

Service allows to register via the uniform portal of state services (EPGU) in planned or emergency consultation. Further the closest doctor can pick up this address and consult the patient using the mobile phone or the computer.

Consultation can take place in three formats: a video call, a call on the mobile phone and correspondence in a chat. The patient selects the necessary type of communication when filling the request. After creation of consultation it is possible to add documents which the doctor needs to study to a chat: medical statements, analyses, etc.

The conclusion on last consultation is issued in the form of the PDF file. In compliance with the current legislation the conclusion has full legal force, as well as at internal survey. However the current legislation prohibits to make diagnoses without the previous internal survey therefore in such cases electronic recipes and sick leave notes cannot be issued. The statement of electronic recipes according to the results of consultation is available provided that at the patient the diagnosis on internal survey is already set.
