On December 6, 2020 The federal center of informatization at Russian CEC announced the tender for rendering services in monitoring and inventory state of an automated system (state automated system) "Elections" for 20.2 million rubles (the starting price of the contract).

With reference to the website of state procurements announced Vedomosti this tender. As specified to the edition a source, close to the Central Electoral Commission, this contract concerns inventory of the current capacities of Elections state automated system: before a federal campaign there is an analysis of statistics of failure of nodes and technical elements which can potentially fail and demand operational replacement during elections.

The CEC passes to the new digital platform. The CEC will be a customer of developments for it, after that systems will be transferred to subordinated organization – FTsI – to operation. Until the end of 2021 and the 2022nd elements of work of the new platform will be started and be tested, the informed interlocutor told the newspaper.

According to him, capacities of Elections state automated system can become auxiliary elements of a new system. In particular, it is about such opportunities as check and comparison of data and information storage for maintenance of tasks.

The key moment on perspective — we should make surely by 2022 the digital platform which will replace our already deserved state automated system — Elections state automated system. It will expand as much as possible possibilities of all participants of electoral process: voters, batches, candidates, observers, members of the media — the chairman of the CEC Ella Pamfilova in November, 2020 told the president Vladimir Putin.

The cochairman of the movement "Golos" Grigory Melkonyants in a conversation with Vedomosti expressed opinion that work on the new digital platform for the CEC goes too quickly without participation of third-party experts. With respect thereto there is a risk that for 6 billion rubles the system which is not answering all range of the calls facing an electoral system as development takes place behind closed doors will be constructed the interests of all participants of elective process are not considered, he told.[1]
