2022: Commissioning of the automated substation equipment remote control system
The branch of JSC JI UES""Regional Control Department of the Power System of Moscow and the Moscow Region "(Moscow RDU) together with the branches "" Rosseti FGC UES(PJSC "FSK UES MEA Center Moscow PMES ") and put into operation an automated system for remote control of the equipment of the substation (PS) 220 kV Oka - one of the feeding centers of the south. This Moscow region was announced by SO UES on February 14, 2022.
The implementation of the project on the organization of automated remote control of equipment increases the reliability of the Unified National Electric Network and the quality of control of the electric power mode of the Moscow power system by reducing the production time of operational switches and increasing the speed of implementation of control actions to change the topology of the electric network, including when preventing the development and elimination of accidents.
The introduction of remote control was preceded by a large joint work of the System Operator and Rosseti PJSC on the comprehensive reconstruction of the 220 kV Oka PS, which was completed at the end of 2021. During the reconstruction, the transformer power of the substation was increased by 40% - up to 526 MVA, power equipment was updated, RZA systems and an automated process control system (APCS) were installed. Equipping PS with 220 kV Oka with equipment, digital communication systems and automation equipment provided the possibility of implementing the project of remote control of the equipment of the power facility.
During the implementation of the remote control project, specialists of the Moscow PMES and branches of JI UES Joint Dispatch Control of the Center's Power System (ODE Center) and the Moscow RDU completed a set of measures to prepare APCS PS 220 kV OKA and the operational information complex (OIC) of the Moscow RDDU U. Within the framework of the project, the necessary technical documentation was developed, revised and put into operation, including automated switching programs, additional training of dispatching and operational personnel was carried out, measures were implemented to ensure information security of energy facilities.
Before the automated system is put into operation, the control center and the electrical network facility are ready for remote control functions. The verification program was approved by a joint order of the Moscow RDU and the Moscow PMES. During the inspection, the readiness of dispatch personnel of the Moscow RDU and operational personnel of the PS 220 kV Oka for the use of remote control of substation equipment during the elimination of accidents in the Moscow power system, the reliability of the operation of dispatch and technological control systems, communication channels and telemetry information transmission were evaluated. As part of the inspection, on the basis of the training center for personnel of the Moscow RDU, a control system-wide emergency response training was held to eliminate violations of the normal regime in the power system of Moscow and the Moscow region using remote control functions.
Based on the results of the inspection and the results of the control system-wide emergency training, the joint commission decided on the readiness of the Moscow RDU and the Moscow PMES to carry out the remote control functions of the 220 kV Oka PS equipment.
2021: Complete Full Control Center
The branch of the System Operator - Moscow RDU has completed measures to create a full-featured dispatch center. This was announced on September 28, 2021 by JI UES.
The Moscow RDU began to perform the functions of operational dispatch control of the electric power regime of the UES of Russia in its operating zone from the created dispatch center located in southwestern Moscow in Rumyantsevo. At the same time, the old dispatch center in Moscow has been transferred to the status of a backup with the preservation of full functionality. This ensures the functioning of the distributed operational dispatch control structure simultaneously from the main and reserve premises and the possibility of implementing reliable and continuous control of the power system modes of Moscow and the Moscow region in case of an emergency.
As part of the investment project, the construction of an energy-efficient building was carried out and it was equipped with engineering, information and telecommunications systems corresponding to the world level of development of dispatch control technologies.
The building has a control board based on 40 video projection cubes. High-tech equipment allows you to display the scheme of the operating zone of the Moscow RDU at a scale optimal for perception by the dispatcher, and its ergonomic characteristics provide dispatcher personnel with comfortable work with information at any time of the day. The dispatch center is equipped with an integrated safety system and a system for monitoring the functioning of engineering equipment. Reliability of dispatching communication and data transmission is ensured by fibre-optic communication lines. For continuous and reliable dispatch control of the regional power system, additional uninterrupted guaranteed power supply from an autonomous power source is provided for all equipment of dispatch and technological control, as well as automated dispatch control systems. The building of the Moscow RDU was built taking into account the specifics of the branch's round-the-clock activities.
For the training and further training of specialists, a training center for personnel with a training class is equipped. Its capabilities make it possible to conduct training for specialists of the technological unit and the information technology unit, as well as emergency training for dispatchers of the branch of the System Operator and system-wide training with the participation of operational personnel of the electric power industry subjects of the operational zone of the Moscow RDU, both in full-time and remote formats.
The commissioning of the high-tech dispatch center of the Moscow RDU increases the reliability of operational dispatch control of one of the regional energy systems of Russia, improves the working conditions of staff and allows for the further development of infrastructure and technologies of operational dispatch control.
2020: Introduction of 220 kV Soyuz and 220 kV Skolkovo digital equipment remote control system
On December 7, 2020, it became known that the Branch of SO UES JSC "Regional Dispatch Management of the Power System of Moscow and the Moscow Region" (Moscow RDU) together with branches of Rosseti FGC UES (PJSC FGC UES) The Center's MEAs and the Moscow PMES conducted comprehensive tests and began remote control of the 220 kV Soyuz PS and 220 kV Skolkovo PS equipment from the dispatch center of the Moscow RDU.
As explained, the introduction of remote control using AMS will reduce the duration of operational switching compared to their implementation by operational personnel of electric grid companies using oral commands of dispatch personnel.
The ATM is a computer algorithm switching flow that enables switching. It sends commands directly to the automated process control system () APCS of the controlled power facility and monitors their execution, receiving information information about the state of the equipment and the performed operations.
Introduction of automated remote control of 220 kV Soyuz PS and 220 kV Skolkovo PS equipment optimizes reliability of operation and quality of control of electric power system of Moscow and Moscow region due to reduction of time of production of operational switches, reduction of risk of erroneous actions of dispatching and operational personnel, increase of speed of realization of control actions on change of topology of electric network.
During the implementation of the projects, specialists of the Moscow RDU and the Branch of JSC "SO UES" ODE of the Center together with the Moscow PMES and MEP of the Center ensured the preparation and coordination of technical tasks for the design, review and approval of design documentation, including technical solutions for the creation of automated remote equipment control systems, as well as the development of programs for complex testing of these systems.
In preparation for remote control of 220 kV Soyuz PS and 220 kV Skolkovo PS equipment, specialists of SO UES JSC and Rosseti FSK UES determined the volume of remote control functions from the Moscow RDU, carried out the necessary configuration of APCS substations, an operational information complex in the control center, tested telemetry information collection and transmission systems. Specialists of Moscow RDU and Moscow PMES jointly developed standard switching programs for power lines and substation equipment, on the basis of which ATM and standard switching forms were prepared. The necessary regulatory and technical documentation was also revised and put into operation, additional training of dispatching and operational personnel was carried out, and comprehensive tests were carried out.
During the joint complex tests of remote control, the communication channels, the quality of telemetry information entering the Moscow RDU, the performance of the functions of capturing and releasing the remote control key, the functions of remote control of switches, disconnectors and ground disconnectors of the 220 kV Union and 220 kV Skolkovo PS, as well as blocking the execution of erroneous commands were checked.
The completion of the complex tests confirmed the readiness of all process systems and communication channels for remote control of the equipment of PS 220 kV Soyuz and PS 220 kV Skolkovo.
As part of the final test of the readiness of the Moscow RDU and PS 220 kV Soyuz and PS 220 kV Skolkovo to begin performing remote control functions, a system-wide emergency response training was carried out to eliminate violations of the normal operation of the Moscow power system using remote control. The event was attended by dispatch personnel of the Moscow RDU and operational personnel of the PS 220 kV Soyuz and PS 220 kV Skolkovo. Following the results of the inspections and training, a joint commission consisting of specialists from the System Operator and Rosseti FGC UES decided on the readiness of the dispatching staff of the Moscow RDU to carry out the remote control functions of the 220 kV Soyuz PS and 220 kV Skolkovo PS equipment.
